That even this was recorded is almsot a minor miracle. At this point in history the USSR was more or less a failed state, rapidly crumbling from financing an arms race against the americans it had no hope of succeeding in. About a year after this, the wall fell. The rest as they say, is history.
There was a Finnish Hobbit mini series in '93, which had production values above a stage play, but dismal by Hollywood standards. Wasn't bad what I saw but it vanished from youtube before I got far.
Yes, I can confirm that. It was a popular format in the 80s (cheaper to make, plenty of re-usable sets, etc), though by the time this was released it was on the way out.

I saw a version by Ralph Bakshi, it was not possible to get high enough to enjoy it
