Verizon Backtracks Slightly In Plan To Kick Customers Off Network (arstechnica.com) 52

An anonymous reader quotes a report from Ars Technica: Verizon Wireless is giving a reprieve to some rural customers who are scheduled to be booted off their service plans, but only in cases when customers have no other options for cellular service. Verizon recently notified 8,500 customers in 13 states that they will be disconnected on October 17 because they used roaming data on another network. But these customers weren't doing anything wrong -- they are being served by rural networks that were set up for the purpose of extending Verizon's reach into rural areas. Today, Verizon said it is extending the deadline to switch providers to December 1. The company is also letting some customers stay on the network -- although they must switch to a new service plan. "If there is no alternative provider in your area, you can switch to the S (2GB), M (4GB), 5GB single-line, or L (8GB) Verizon plan, but you must do so by December 1," Verizon said in a statement released today. These plans range from $35 to $70 a month, plus $20 "line fees" for each line. The 8,500 customers who received disconnection letters have a total of 19,000 lines. Verizon sells unlimited plans in most of the country but said only those limited options would be available to these customers. Verizon also reiterated its promise that first responders will be able to keep their Verizon service even though some public safety officials received disconnection notices. "We have become aware of a very small number of affected customers who may be using their personal phones in their roles as first responders and another small group who may not have another option for wireless service," Verizon said. "After listening to these folks, we are committed to resolving these issues in the best interest of the customers and their communities. We're committed to ensuring first responders in these areas keep their Verizon service."

T-Mobile To Increase Deprioritization Threshold To 50GB This Week (tmonews.com) 67

After raising its deprioritization threshold to 32GB in May, it looks like T-Mobile will bump it up to 50GB on September 20th, according to a TmoNews source. The move will widen the gap between T-Mobile and its competition. For comparison, Sprint's deprioritization threshold is currently 23GB, while AT&T and Verizon's are both 22GB. TmoNews reports: It's said that this 50GB threshold won't change every quarter and no longer involves a specific percentage of data users. As with the current 32GB threshold, customers that exceed this new 50GB deprioritization threshold in a single month may experience reduced speeds in areas where the network is congested. T-Mobile hasn't issued an announcement regarding this news, but the official @TMobileHelp account recently tweeted "Starting 9/20, the limit will be increased!" in response to a question about this news.

Americans Plan Massive 'Net Neutrality' Protest Next Week (theguardian.com) 110

The next day, the protest will move to Capitol Hill, where people will meet legislators to express their concerns about an FCC proposal to rewrite the rules governing the internet... The activist groups are encouraging internet users to meet their lawmakers and tell them how a free and open internet is vital to their lives and their livelihoods...

"The FCC seems dead set on killing net neutrality, but they have to answer to Congress, and Congress has to answer to us, their constituents," said Evan Greer, campaign director for Fight for the Future, one of the protest's organisers. "With this day of advocacy, we're harnessing the power of the web to make it possible for ordinary internet users to meet directly with their senators and representatives to tell their stories, and make sure that lawmakers hear from the public, not just lobbyists for AT&T and Verizon," she said.

Monday Mozilla and the Internet Archive are also inviting the public to a free panel discussion featuring former FCC Chairman Tom Wheeler on ways the American public can act to preserve net neutrality.

Essential Phone Now Supported By All Four Major Carriers (Including Verizon) (theverge.com) 53

An anonymous reader quotes the Verge: Essential's debut smartphone has received approval to run on Verizon, meaning it's now supported by all four major US carriers. Sprint was the device's launch partner, so it of course had support, and both AT&T and T-Mobile gave tacit support ahead of the phone's launch. But Verizon, for some reason, said it couldn't guarantee that the Essential Phone would work and that the phone still had to clear a certification process. Evidently it's now done that, with Essential tweeting out this morning that the phone is now compatible with Verizon.

8,500 Verizon Customers Disconnected Because of 'Substantial' Data Use (arstechnica.com) 108

An anonymous reader quotes a report from Ars Technica: Verizon is disconnecting another 8,500 rural customers from its wireless network, saying that roaming charges have made certain customer accounts unprofitable for the carrier. The 8,500 customers have 19,000 lines and live in 13 states (Alaska, Idaho, Iowa, Indiana, Kentucky, Maine, Michigan, Missouri, Montana, North Carolina, Oklahoma, Utah, and Wisconsin), a Verizon Wireless spokesperson told Ars today. They received notices of disconnection this month and will lose access to Verizon service on October 17. Verizon said in June that it was only disconnecting "a small group of customers" who were "using vast amounts of data -- some as much as a terabyte or more a month -- outside of our network footprint." But one customer, who contacted Ars this week about being disconnected, said her family never used more than 50GB of data across four lines despite having an "unlimited" data plan. We asked Verizon whether 50GB a month is a normal cut-off point in its disconnections of rural customers, but the company did not provide a specific answer. "These customers live outside of areas where Verizon operates our own network," Verizon said. "Many of the affected consumer lines use a substantial amount of data while roaming on other providers' networks and the roaming costs generated by these lines exceed what these consumers pay us each month. We sent these notices in advance so customers have plenty of time to choose another wireless provider."

ISPs Claim a Privacy Law Would Weaken Online Security, Increase Pop-Ups (arstechnica.com) 86

An anonymous reader quotes a report from Ars Technica: The country's biggest Internet service providers and advertising industry lobby groups are fighting to stop a proposed California law that would protect the privacy of broadband customers. AT&T, Comcast, Charter, Frontier, Sprint, Verizon, and some broadband lobby groups urged California state senators to vote against the proposed law in a letter Tuesday. The bill would require Internet service providers to obtain customers' permission before they use, share, or sell the customers' Web browsing and application usage histories. California lawmakers could vote on the bill Friday of this week, essentially replicating federal rules that were blocked by the Republican-controlled Congress and President Trump before they could be implemented. The letter claims that the bill would "lead to recurring pop-ops to consumers that would be desensitizing and give opportunities to hackers" and "prevent Internet providers from using information they have long relied upon to prevent cybersecurity attacks and improve their service." The Electronic Frontier Foundation picked apart these claims in a post yesterday. The proposed law won't prevent ISPs from taking security measures because the bill "explicitly says that Internet providers can use customer's personal information (including things like IP addresses and traffic records) 'to protect the rights or property of the BIAS [Broadband Internet Access Service] provider, or to protect users of the BIAS and other BIAS providers from fraudulent, abusive, or unlawful use of the service,'" EFF Senior Staff Technologist Jeremy Gillula wrote.

T-Mobile Named Fastest US Mobile Carrier by New Wirefly Report (phonedog.com) 34

T-Mobile offered the fastest internet speed to subscribers between Q1 and Q2 of 2017 (which ended in June), according to the Wirefly Speed Test, which combed through thousands of test results made using its service. T-Mobile scored highest in overall speed while Verizon ended up with a close second spot, Wirefly, which doesn't require Java or Flash for its tests, added. AT&T and Sprint rounded out the ranking at third and fourth, respectively, the report added, which was done in collaboration with SourceForge. T-Mobile also topped the chart for offering the fastest mobile download speed. An anonymous user writes: T-Mobile offered 22.18 Mbps download speed, while Verizon Wireless ended up with another close second with 21.45 Mbps download. AT&T came in with an average download speed of 17.00 Mbps, and Sprint was trailing all with 15.76 Mbps. Verizon finished with the fastest average upload speed at 16.06 Mbps. Like Netflix? T-Mobile Is Giving it Away For Free (cnet.com) 105

Roger Cheng, writing for CNET: T-Mobile and Netflix are new BFFs. The primary beneficiaries of this new friendship will be subscribers to T-Mobile's "One" unlimited data plans, many of whom will get access to Netflix for free, T-Mobile CEO John Legere said on an "Un-carrier Next" webcast video on Wednesday. But the freebie only works if you have at least two T-Mobile One unlimited data plans (single line customers are out of luck). The free Netflix access arrives on Sept. 12. The alliance is just the latest proof that the worlds of video and mobile are colliding. AT&T is in the process of buying Time Warner -- home of "Game of Thrones" and Batman -- so it can own more of the content you watch, and has bundled HBO for free to some of its higher end wireless customers. Verizon has invested in creating short-form video geared towards younger audiences and a mobile video service called Go90.The offer is for the T-Mobile ONE plan with 2+ lines. Verizon Up Offers Rewards in Exchange For Customers' Personal Information (wsj.com) 74

But it comes with a catch: Customers must give the carrier access to their web-browsing history, app usage and location data, which Verizon says it uses to personalize the rewards and deliver targeted advertising as its customers browse the web. The trade-off is part of Verizon's effort to build a digital advertising business to compete with web giants Facebook and Google, which often already possess much of the same customer information. Even though Congress earlier this year dismantled tough privacy regulations on telecommunications providers, Verizon still wants customers to opt-in to its most comprehensive advertising program, called Verizon Selects. Data collected under the program is shared with Oath, the digital-media unit Verizon created when it bought AOL and Yahoo. An anonymous reader quotes a report from Ars Technica: President Donald Trump has selected Andrei Iancu, the managing partner of a major Los Angeles law firm, to be the next head of the U.S. Patent and Trademark Office. Iancu has been a partner at Irell & Manella since 2004 and was an associate at the firm for five years earlier. His most notable work in the tech sector is likely his representation of TiVo Corp. in its long-running patent battles with companies like EchoStar, Motorola, Microsoft, Verizon, and Cisco. TiVo ultimately succeeded in compelling those defendants to pay up for its pioneering DVR patents, and payments to TiVo ultimately totaled more than $1.6 billion, according to Iancu's biography page. Iancu also had a hand in Immersion Corp.'s $82 million jury verdict against Sony Computer Entertainment, in which a jury found that Immersion's patent claims on tactile feedback technology were valid and infringed. Those big wins aside, most of Iancu's work has been on the defense side. He's represented eBay in a case against Acacia Research Corp., a large, publicly traded non-practicing entity, and he worked for Hewlett-Packard when it defended against Xerox patent claims. He's also worked in the medical device area, enforcing patents for St. Jude Medical on vascular closure devices.

Google Takes Blame For Internet Disruption Across Japan (theregister.co.uk) 59

An anonymous reader shares a report: Google on Saturday accepted responsibility for the widespread internet disruptions Japan experienced the previous day. The search engine giant apologized for the trouble, saying it was caused by an errant network setting that was corrected within eight minutes of its discovery. Google did not say whether human error or a technical malfunction was to blame. The disrupted services used internet connections provided by NTT Communications Corp. and KDDI Corp., both of which said Friday that the issues were caused by a change in the flow of data traffic. From a report on The Register: The trouble began when Google 'leaked' a big route table to Verizon, the result of which was traffic from Japanese giants like NTT and KDDI was sent to Google on the expectation it would be treated as transit. Since Google doesn't provide transit services, as BGP Mon explains, that traffic either filled a link beyond its capacity, or hit an access control list, and disappeared. The outage in Japan only lasted a couple of hours, but was so severe that Japan Times reports the country's Internal Affairs and Communications ministries want carriers to report on what went wrong.

Two-Factor Authentication Fail: Identity Thieves Hijack Cellphone Accounts to Go After Virtual Currency (nytimes.com) 76

Reader Cludge shares an NYT report: Hackers have discovered that one of the most central elements of online security -- the mobile phone number -- is also one of the easiest to steal. In a growing number of online attacks, hackers have been calling up Verizon, T-Mobile U.S., Sprint and AT&T and asking them to transfer control of a victim's phone number to a device under the control of the hackers. Once they get control of the phone number, they can reset the passwords on every account that uses the phone number as a security backup -- as services like Google, Twitter and Facebook suggest. "My iPad restarted, my phone restarted and my computer restarted, and that's when I got the cold sweat and was like, 'O.K., this is really serious,'" said Chris Burniske, a virtual currency investor who lost control of his phone number late last year. A wide array of people have complained about being successfully targeted by this sort of attack, including a Black Lives Matter activist and the chief technologist of the Federal Trade Commission. The commission's own data shows that the number of so-called phone hijackings has been rising. In January 2013, there were 1,038 such incidents reported; by January 2016, that number had increased to 2,658. But a particularly concentrated wave of attacks has hit those with the most obviously valuable online accounts: virtual currency fanatics like Mr. Burniske. Within minutes of getting control of Mr. Burniske's phone, his attackers had changed the password on his virtual currency wallet and drained the contents -- some $150,000 at today's values. Most victims of these attacks in the virtual currency community have not wanted to acknowledge it publicly for fear of provoking their adversaries. But in interviews, dozens of prominent people in the industry acknowledged that they had been victimized in recent months.

Verizon To Start Throttling All Smartphone Videos To 480p or 720p (arstechnica.com) 188

Verizon Wireless will start throttling video streams to resolutions as low as 480p on smartphones this week. Most data plans will get 720p video on smartphones, but customers won't have any option to completely un-throttle video. From a report: 1080p will be the highest resolution provided on tablets, effectively ruling out 4K video on Verizon's mobile network. Anything identified as a video will not be given more than 10Mbps worth of bandwidth. This limit will affect mobile hotspot usage as well. Verizon started selling unlimited smartphone data plans in February of this year, and the carrier said at the time that it would deliver video to customers at the same resolution used by streaming video companies. "We deliver whatever the content provider gives us. We don't manipulate the data," Verizon told Ars in February. That changes beginning on Wednesday, both for existing customers and new ones. The changes were detailed today in an announcement of new unlimited data plans. Starting August 23, Verizon's cheapest single-line unlimited smartphone data plan will cost $75 a month, which is $5 less than it cost before. The plan will include only "DVD-quality streaming" of 480p on phones and 720p on tablets.The new Verizon cell phone plans can be compare side by side here, along with all of Verizon's existing plans.

More than a dozen high technology companies and the biggest wireless operator in the United States, Verizon, have called on the U.S. Supreme Court to make it harder for government officials to access individuals' sensitive cellphone data. From a report: The companies filed a 44-page brief with the court on Monday night in a high-profile dispute over whether police should have to get a warrant before obtaining data that could reveal a cellphone user's whereabouts. Signed by some of Silicon Valley's biggest names, including Apple, Facebook, Twitter, Snap and Alphabet's Google, the brief said that as individuals' data is increasingly collected through digital devices, greater privacy protections are needed under the law. "That users rely on technology companies to process their data for limited purposes does not mean that they expect their intimate data to be monitored by the government without a warrant," the brief said.

A New Way to Tell Your Airline You Hate It (bloomberg.com) 50

They're inviting you to ask questions, and maybe even complain. Two airlines have dipped their wings into the waters of two-way texting. Hawaiian Holdings's Hawaiian Airlines is adding the feature while JetBlue Airways took a stake in a software startup that will allow its call center staff to start texting customers in the coming months. Texting, technically called SMS (which stands for short message service), is arguably the world's most favored form of communication, but much of corporate America has been slow to adapt. The few that have -- including Verizon Wireless retailers, British telecom company Sky UK, and Nestle SA's frozen foods division -- are dwarfed by an array of local commerce, from insurance agents, veterinarians, air conditioning techs, and auto dealers who have already jumped in to conduct their business.

Americans Are Dying Younger, Saving Corporations Billions (bloomberg.com) 274

An anonymous reader quotes a report from Bloomberg: Steady improvements in American life expectancy have stalled, and more Americans are dying at younger ages. But for companies straining under the burden of their pension obligations, the distressing trend could have a grim upside: If people don't end up living as long as they were projected to just a few years ago, their employers ultimately won't have to pay them as much in pension and other lifelong retirement benefits. In 2015, the American death rate -- the age-adjusted share of Americans dying -- rose slightly for the first time since 1999. And over the last two years, at least 12 large companies, from Verizon to General Motors, have said recent slips in mortality improvement have led them to reduce their estimates for how much they could owe retirees by upward of a combined $9.7 billion, according to a Bloomberg analysis of company filings. "Revised assumptions indicating a shortened longevity," for instance, led Lockheed Martin to adjust its estimated retirement obligations downward by a total of about $1.6 billion for 2015 and 2016, it said in its most recent annual report.

Mortality trends are only a small piece of the calculation companies make when estimating what they'll owe retirees, and indeed, other factors actually led Lockheed's pension obligations to rise last year. Variables such as asset returns, salary levels, and health care costs can cause big swings in what companies expect to pay retirees. The fact that people are dying slightly younger won't cure corporate America's pension woes -- but the fact that companies are taking it into account shows just how serious the shift in America's mortality trends is.

Verizon's New Rewards Program Lets It Track Your Browsing History (theverge.com) 84

The new "Verizon Up" rewards program released this week by Big Red awards users a credit for every $300 they spend on their Verizon bill that can be redeemed toward various rewards. The only catch is that Verizon requires you to enroll in Verizon Selects, a program that allows the company to track a huge chunk of your personal data. The Verge reports: That includes web browsing, app usage, device location, service usage, demographic info, postal or email address, and your interests. Furthermore, that data gets shared with Verizon's newly formed Oath combination (aka AOL and Yahoo), plus with "vendors and partners" who work with Verizon. Which is kind of a long list of people who have access to what feels like a fairly significant amount of your data. It's worth noting that Verizon has been operating under these terms and conditions for a while with an earlier rewards program called "Smart Rewards," which also required users to opt in to the Verizon Selects tracking program. But that doesn't make it any better that this is the trade-off you're forced to make to take advantage of the rewards.

Verizon, AT&T Customers Are Getting Slower Speeds Because of Unlimited Data Plans (recode.net) 102

An anonymous reader quotes a report from Recode: Unlimited data plans are slowing down mobile speeds for Verizon and AT&T customers, according to data released today by mobile network measurement company OpenSignal. Verizon and AT&T reinstated their unlimited plans in February to compete with T-Mobile and Sprint, which have long offered unlimited data plans, and have since seen a deluge of demand. Greater data demand -- either more data usage or more customers -- means slower speeds. Think of it as increased traffic on a highway. Verizon and AT&T also have nearly double the subscribers of T-Mobile and Sprint, so changes in their offerings hit their networks harder. Both Verizon and AT&T saw a notable decline in speeds after introducing unlimited plans. T-Mobile and Sprint have been able to gradually account for the increase in data demand, so their speeds weren't negatively affected this year -- indeed, they both got faster since OpenSignal's February report. Verizon and T-Mobile were basically tied for speeds at the beginning of this year. Now, T-Mobile has taken the lead with an average LTE download speed of 17.5 Mbps, compared with Verizon's 14.9 Mbps. The Chiefs of Facebook, Google and Other Tech Giants Aren't Committing To Testify To the US Congress On Net Neutrality (recode.net) 46

Amazon, Facebook, Google and Netflix -- along with their telecom industry foes -- have not committed to sending their chief executives to testify before the U.S. Congress in September on the future of net neutrality. From a report: Not a single one of those companies told the powerful House Energy and Commerce Committee, which is convening the hearing, that they would send their leaders to Washington, D.C., in the coming weeks, even at a time when the Trump administration is preparing to kill the open internet rules currently on the government's books. The panel initially asked those four tech giants, as well as AT&T, Charter, Comcast and Verizon, to indicate their plans for attendance by July 31. Now, the committee is pushing back its deadline indefinitely, as it continues its quest to engage the country's tech and telecom business leaders on net neutrality. "The committee has been engaging in productive conversations with all parties and will extend the deadline for response in order to allow for those discussions to continue," a spokesman said.

House Panel Wants Google, Facebook, AT&T CEOs To Testify On Internet Rules (reuters.com) 35

The chairman of the U.S. House Energy and Commerce Committee on Tuesday asked the chief executives of Alphabet, Facebook, Amazon.com, AT&T, Verizon Communications and other companies to testify at a Sept. 7 hearing on the future of net neutrality rules. From a report: The U.S. Federal Communications Commission is considering tossing out 2015 Obama administration net neutrality rules that reclassified internet service like a public utility. The rules bar providers from blocking, slowing or offering paid prioritization of websites. Many internet providers want Congress to step in and write permanent rules. Other chief executives asked to testify include the heads of Comcast, Netflix and Charter. Some companies including Facebook said they were reviewing the letter but none immediately said if they will testify.
