Formula 1 Chief Appalled To Find Team Using Excel To Manage 20,000 Car Parts (arstechnica.com) 187

An anonymous reader quotes a report from Ars Technica: Starting in early 2023, Williams team principal James Vowles and chief technical officer Pat Fry started reworking the F1 team's systems for designing and building its car. It would be painful, but the pain would keep the team from falling even further behind. As they started figuring out new processes and systems, they encountered what they considered a core issue: Microsoft Excel. The Williams car build workbook, with roughly 20,000 individual parts, was "a joke," Vowles recently told The Race. "Impossible to navigate and impossible to update." This colossal Excel file lacked information on how much each of those parts cost and the time it took to produce them, along with whether the parts were already on order. Prioritizing one car section over another, from manufacture through inspection, was impossible, Vowles suggested.

"When you start tracking now hundreds of thousands of components through your organization moving around, an Excel spreadsheet is useless," Vowles told The Race. Because of the multiple states each part could be in -- ordered, backordered, inspected, returned -- humans are often left to work out the details. "And once you start putting that level of complexity in, which is where modern Formula 1 is, the Excel spreadsheet falls over, and humans fall over. And that's exactly where we are." The consequences of this row/column chaos, and the resulting hiccups, were many. Williams missed early pre-season testing in 2019. Workers sometimes had to physically search the team's factory for parts. The wrong parts got priority, other parts came late, and some piled up. And yet transitioning to a modern tracking system was "viciously expensive," Fry told The Race, and making up for the painful process required "humans pushing themselves to the absolute limits and breaking."

The idea that a modern Formula 1 team, building some of the most fantastically advanced and efficient machines on Earth, would be using Excel to build those machines might strike you as odd. F1 cars cost an estimated $12-$16 million each, with resource cap of about $145 million. But none of this really matters, and it actually makes sense, if you've ever worked IT at nearly any decent-sized organization. Then again, it's not even uncommon in Formula 1. When Sebastian Anthony embedded with the Renault team, he reported back for Ars in 2017 that Renault Sport Formula One's Excel design and build spreadsheet was 77,000 lines long -- more than three times as large as the Williams setup that spurred an internal revolution in 2023.

Every F1 team has its own software setup, Anthony wrote, but they have to integrate with a lot of other systems: Computational Fluid Dynamics (CFD) and wind tunnel results, rapid prototyping and manufacturing, and inventory. This leaves F1 teams "susceptible to the plague of legacy software," Anthony wrote, though he noted that Renault had moved on to a more dynamic cloud-based system that year. (Renault was also "a big Microsoft shop" in other areas, like email and file sharing, at the time.) One year prior to Anthony's excavation, Adam Banks wrote for Ars about the benefits of adopting cloud-based tools for enterprise resource planning (ERP). You adopt a cloud-based business management software to go "Beyond Excel." "If PowerPoint is the universal language businesses use to talk to one another, their internal monologue is Excel," Banks wrote. The issue is that all the systems and processes a business touches are complex and generate all kinds of data, but Excel is totally cool with taking in all of it. Or at least 1,048,576 rows of it. Banks cited Tim Worstall's 2013 contention that Excel could be "the most dangerous software on the planet." Back then, international investment bankers were found manually copying and pasting Excel between Excel sheets to do their work, and it raised alarm.

Only Seven Countries Meet WHO Air Quality Standard, Research Finds (theguardian.com) 56

An anonymous reader quotes a report from The Guardian: Only seven countries are meeting an international air quality standard, with deadly air pollution worsening in places due to a rebound in economic activity and the toxic impact of wildfire smoke, a new report has found. Of 134 countries and regions surveyed in the report, only seven -- Australia, Estonia, Finland, Grenada, Iceland, Mauritius and New Zealand -- are meeting a World Health Organization (WHO) guideline limit for tiny airborne particles expelled by cars, trucks and industrial processes. The vast majority of countries are failing to meet this standard for PM2.5, a type of microscopic speck of soot less than the width of a human hair that when inhaled can cause a myriad of health problems and deaths, risking serious implications for people, according to the report by IQAir, a Swiss air quality organization that draws data from more than 30,000 monitoring stations around the world.

While the world's air is generally much cleaner than it was in much of the past century, there are still places where the pollution levels are particularly dangerous. The most polluted country, Pakistan, has PM2.5 levels more than 14 times higher than the WHO standard, the IQAir report found, with India, Tajikistan and Burkina Faso the next most polluted countries. But even in wealthy and fast-developing countries, progress in cutting air pollution is under threat. Canada, long considered as having some of the cleanest air in the western world, became the worst for PM2.5 last year due to record wildfires that ravaged the country, sending toxic spoke spewing across the country and into the US. In China, meanwhile, improvements in air quality were complicated last year by a rebound in economic activity in the wake of the Covid-19 pandemic, with the report finding a 6.5% increase in PM2.5 levels.

The most polluted urban area in the world last year was Begusarai in India, the sixth annual IQAir report found, with India home to the four most polluted cities in the world. Much of the developing world, particularly countries in Africa, lacks reliable air quality measurements, however. The WHO lowered its guideline for "safe" PM2.5 levels in 2021 to five micrograms per cubic meter and by this measure many countries, such as those in Europe that have cleaned up their air significantly in the past 20 years, fall short. But even this more stringent guideline may not fully capture the risk of insidious air pollution. Research released by US scientists last month found there is no safe level of PM2.5, with even the smallest exposures linked to an increase in hospitalizations for conditions such as heart disease and asthma.

Astronaut Thomas Stafford, Commander of Apollo 10, Dies At 93 (apnews.com) 29

The Associated Press reports on the passing of astronaut Thomas P. Stafford, the commander of a dress rehearsal flight for the 1969 moon landing and the first U.S.-Soviet space linkup. He was 93. From the report: Stafford, a retired Air Force three-star general, took part in four space missions. Before Apollo 10, he flew on two Gemini flights, including the first rendezvous of two U.S. capsules in orbit. He died in a hospital near his Space Coast Florida home, said Max Ary, director of the Stafford Air & Space Museum in Weatherford, Oklahoma. Stafford was one of 24 NASA astronauts who flew to the moon, but he did not land on it. Only seven of them are still alive. After he put away his flight suit, Stafford was the go-to guy for NASA when it sought independent advice on everything from human Mars missions to safety issues to returning to flight after the 2003 space shuttle Columbia accident. He chaired an oversight group that looked into how to fix the then-flawed Hubble Space Telescope, earning a NASA public service award.

"Tom was involved in so many things that most people were not aware of, such as being known as the 'Father of Stealth,'" Ary said in an email. Stafford was in charge of the famous 'Area 51' desert base that was the site of many UFO theories, but the home of testing of Air Force stealth technologies. The Apollo 10 mission in May 1969 set the stage for Apollo 11's historic mission two months later. Stafford and Gene Cernan took the lunar lander nicknamed Snoopy within 9 miles (14 kilometers) of the moon's surface. Astronaut John Young stayed behind in the main spaceship dubbed Charlie Brown. "The most impressive sight, I think, that really changed your view of things is when you first see Earth," Stafford recalled in a 1997 oral history, talking about the view from lunar orbit. Then came the moon's far side: "The Earth disappears. There's this big black void." Apollo 10's return to Earth set the world's record for fastest speed by a crewed vehicle at 24,791 mph (39,897 kph).

After the moon landings ended, NASA and the Soviet Union decided on a joint docking mission and Stafford, a one-star general at the time, was chosen to command the American side. It meant intensive language training, being followed by the KGB while in the Soviet Union, and lifelong friendships with cosmonauts. The two teams of space travelers even went to Disney World and rode Space Mountain together before going into orbit and joining ships. "We have capture," Stafford radioed in Russian as the Apollo and Soyuz spacecraft hooked up. His Russian counterpart, Alexei Leonov, responded in English: "Well done, Tom, it was a good show. I vote for you." [...] The 1975 mission included two days during which the five men worked together on experiments. After, the two teams toured the world together, meeting President Gerald Ford and Soviet leader Leonid Brezhnev. "It helped prove to the rest of the world that two completely opposite political systems could work together," Stafford recalled at a 30th anniversary gathering in 2005. Later, Stafford was a central part of discussions in the 1990s that brought Russia into the partnership building and operating the International Space Station.

Global Ocean Heat Has Hit a New Record Every Single Day For the Last Year 130

According to new data from the National Oceanic and Atmospheric Administration (NOAA), the world's oceans have hit a new temperature record every day since mid-March last year, fueling concerns for marine life and extreme weather across the planet. From a report: Global average ocean temperatures in 2023 were 0.25 degrees Celsius warmer than the previous year, said Gregory C. Johnson, a NOAA oceanographer. That rise is "is equivalent to about two decades' worth of warming in a single year," he told CNN. "So it is quite large, quite significant, and a bit surprising." Scientists have said ocean heat is being supercharged by human-caused global warming, boosted by El Nino, a natural climate pattern marked by higher-than-average ocean temperatures. The main consequences are on marine life and global weather. Global ocean warmth can add more power to hurricanes and other extreme weather events, including scorching heat waves and intense rainfall. [...]

"At times, the records (in the North Atlantic) have been broken by margins that are virtually statistically impossible," Brian McNoldy, a senior research associate at the University of Miami Rosenstiel School told CNN. If very high ocean temperatures continue into the second half of 2024 and a La Nina event develops -- El Nino's counterpart that tends to amplify Atlantic hurricane season -- "this would increase the risk of a very active hurricane season," Hirschi said. About 90% of the world's excess heat produced by burning planet-heating fossil fuels is stored in the oceans. "Measuring ocean warming allows us to track the status and evolution of planetary warming," Schuckmann told CNN. "The ocean is the sentinel for global warming."

Did the Plastic Industry Knowingly Push Recycling Myths For Decades? (pbs.org) 101

A PBS reporter "digs into a new report covering the plastic industry's tactics to push recycling — and avoid regulation," according to a new video from PBS News Weekend: A new report by the Center for Climate Integrity, an environmentalist group, says newly uncovered statements from oil and plastics executives underscore the industry's decades-long secret skepticism about the viability and efficacy of recycling. The authors of the report reviewed old investigations and new documents, including previously unknown assertions from industry executives. In 1994, one Exxon Chemical executive put the industry's support for plastics recycling in blunt terms, saying "we are committed to the activities, but not committed to the results."

Another representative from Dupont noted in 1992 that recycling goals were set knowing full well "they were unlikely to meet them."

In the video NPR correspondent Michael Copley says "I think it's always striking, when you see a report like this that unearths new statements, new quotes, and to see the way in which they really seem to view recycling as sort of public relations tool, as opposed to an environmental tool that they sort of presented publicly..." I think the other reason why this matters is, it could potentially be legally problematic for the industry. And by that I mean the oil and gas industry right now is facing dozens of lawsuits from states and localities, based in part on statements it made about climate change and fossil fuel, going back decades. We know that the state of California has opened an investigation into the role of oil and gas companies and the petrochemical industry in the creation of the plastic waste crisis that we're facing. And the group that put out the report, the Center for Climate Integrity, was upfront, saying that it was compiling this to serve as kind of the fact basis, or the basis of evidence, for potential legal action.
A plastics trade group accused the report of citing "outdated, decades-old technologies" and "mischaracterizing the current state of the industry," saying they're looking to have all plastic packaging be "reused, recycled, and recovered by 2040."

But PBS's reporter counters that there's "deep skepticism" of the economics from market analysts — as well as from material scientists. "Obviously the industry has put out this promise. I think that its critics will say, 'We have been hearing these promises, or promises like it, for decades now, and that there's nothing in the record to think that now is any different."

He adds that activists and businesses agree that government regulation will ultimately play a big role. "That gets back in large part to the economics of this. If companies don't have to deal with these costs, it's hard to imagine that they will in a sustained way create systems to deal with this if they don't have to."

So what's the solution? Some ideas being seriously discussed:
  • Reducing plastic production "to a level that is more manageable with recycling systems."
  • Getting rid of types of plastic that are "especially hard to recycle or you can't recycle."
  • "Being more transparent about what chemicals go into this stuff that again make recycling hard."

What's Next for SpaceX's Starship? (thestreet.com) 104

The Street interviewed Chad Anderson, founder/managing partner of the "space economy" investment firm Space Capital, who calls SpaceX's progress "unprecedented," and believes their next launch could carry "operational" payloads like Starlink satellites. Anderson added that Starship reaching orbital velocity and reentering the atmosphere at those speeds (roughly 16,000 miles per hour) was "a really big deal," though it's specifically important for the reusability of the vehicle, which would further cheapen the cost of launch.

"The fact that they did all those things and they can now move into operations as an investor is hugely important and significant," Anderson said. "Having an operational Starship vehicle is really important because, at the moment, they just can't launch Starlink satellites fast enough. Starship is going to be able to launch 10 times more than Falcon 9 can, and that's really important...."

The ship is so big that, according to Anderson, Starship could conceivably serve as a space station, or a hotel, or a manufacturing facility. There is also the potential of Starship actually competing with commercial airlines, flying, for example, from New York to Shanghai in 45 minutes.

Clayton Swope, senior fellow at CSIS, also believes Starship could be used for "last-mile delivery... where you could move something in less than an hour, anywhere from a point on Earth to another point on Earth, and you're just kind of using space as that transit point."

There's also defense applications. Defense One notes the U.S. Defense Department uses SpaceX to launch most of its satellites. "With a payload capacity of 100 to 150 tons, Starship could carry a bunch of satellites simultaneously and increase the Space Force's launch rate as it builds out a network of hundreds of satellites in low-Earth orbit." Once Starship is operational, it will be able to put things into higher orbits, which is key for the Pentagon's push to operate in the cislunar environment, the area between the geosynchronous orbit and the moon. "The Chinese have already begun cislunar operations and have put vehicles on the far side of the moon, which is something the U.S. doesn't really have the ability to do right now," said Bryan Clark, a senior fellow at the Hudson Institute.

However, the advantage the U.S. will get with Starship "won't last forever," and it will take years to build satellites specifically designed to take advantage of the rocket's payload capacity, said Todd Harrison, a senior fellow at the American Enterprise Institute. "At this rate, they will have Starship operational this year. We need payloads to go on that, if we're actually going to take advantage of it during this window of opportunity when it's a capability only we have. If you want those payloads available next year, you needed to start building them five years ago," Harrison said.

Starship could be used to put very large objects into space, such as fuel barges or energy stations, at a reasonable cost. "You could use this to put up an orbital bus that you can then put on and remove payloads from, so you can have a satellite on orbit that's basically a large docking station," Clark said... "[I]t could be a way to do that kind of thing where you establish essentially an unmanned, little space station that can carry various payloads."

Aging Voyager 1 Sends Back Response After 'Poke' Signal From Earth (cnn.com) 30

"Engineers have sent a 'poke' to the Voyager 1 probe," reports CNN, "and received a potentially encouraging response..."

"A new signal recently received from the spacecraft suggests that the NASA mission team may be making progress in its quest to understand what Voyager 1 is experiencing..." [T]hey hope to fix a communication issue with the aging spacecraft that has persisted for five months. Launched in 1977, Voyager 1 and its twin, Voyager 2, are venturing through uncharted cosmic territory along the outer reaches of the solar system. While Voyager 1 has continued to relay a steady radio signal to its mission control team on Earth, that signal has not carried any usable data since November, which has pointed to an issue with one of the spacecraft's three onboard computers...

On March 3, the team noticed that activity from one part of the flight data system stood out from the rest of the garbled data. While the signal wasn't in the format the Voyager team is used to when the flight data system is functioning as expected, an engineer with NASA's Deep Space Network was able to decode it... The decoded signal included a readout of the entire flight data system's memory, according to an update NASA shared.

"The (flight data system) memory includes its code, or instructions for what to do, as well as variables, or values used in the code that can change based on commands or the spacecraft's status," according to a NASA blog post. "It also contains science or engineering data for downlink. The team will compare this readout to the one that came down before the issue arose and look for discrepancies in the code and the variables to potentially find the source of the ongoing issue."

"The source of the issue appears to be with one of three onboard computers, the flight data subsystem (FDS), which is responsible for packaging the science and engineering data before it's sent to Earth," according to NASA's statement.

CNN reminds readers that Voyager 1 "is currently the farthest spacecraft from Earth at about 15 billion miles (24 billion kilometers) away." Both Voyager 1 and Voyager 2 are now in interstellar space.

Can Interlune Mine Helium-3 on the Moon? (msn.com) 67

The Washington Post reports: Nearly a decade ago, Congress passed a law that allows private American space companies the rights to resources they mine on celestial bodies, including the moon.

Now, there's a private venture that says it intends to do just that.

Founded by a pair of former executives from Blue Origin, the space venture founded by Jeff Bezos, and an Apollo astronaut, the company, Interlune, announced itself publicly Wednesday by saying it has raised $18 million and is developing the technology to harvest and bring materials back from the moon... Specifically, Interlune is focused on Helium-3, a stable isotope that is scarce on Earth but plentiful on the moon and could be used as fuel in nuclear fusion reactors as well as helping power the quantum computing industry.

The company, based in Seattle, has been working for about four years on the technology, which comes as the commercial sector is working with NASA on its goal of building an enduring presence on and around the moon... Rob Meyerson, the former president of Blue Origin, co-founded Interlune with Gary Lai, another former executive at Blue, and Harrison Schmitt, a geologist who flew to the moon during Apollo 17... In an interview, Meyerson said that the company intends to be the first to collect, return and then sell lunar resources and test the 2015 law. There is a large demand for Helium-3 in the quantum computing industry, which requires some of its systems to operate in extremely cold temperatures, and Interlune has already lined up a "customer that wants to buy lunar resources in large quantities," he said.

"We intend to be the first to go commercialize and deliver and support those customers," he said. NASA might want to be a customer as well. In 2020, it said it was looking for companies to collect rocks and dirt from the lunar surface and sell them to NASA as part of a technology development program that would eventually help astronauts "live off the land...." The company's funding round was led by the venture capital firm Seven Seven Six, whose founder and general partner, Alexis Ohanian, said that the space sector has become far more appealing to investors. "The space economy is something we can actually talk about with a straight face now, and I think some of the smartest people on the planet are making those efforts," he said...

He said he was aware that it might take years, or longer for a moon mining business to make money. But he said that, "we're comfortable waiting for a decade plus to see those returns."

NASA is planning more missions like the Intuitive Machines landing earlier this year, according to the article, "which it says will not only help pave the way for humans to return to the moon but for private industry to begin commercial operations there as well." Interlune plans "a prospecting machine" as soon as 2026, followed by an "end-to-end demonstration" in 2028 that harvests and returns a small quanity of Helium-3, and then full-scale operations by 2030.

"China has also said that it is interested in extracting other resources, including Helium-3, which it said was present in a sample it returned from the moon in 2020."

Playing Thriving Reef Sounds On Underwater Speakers 'Could Save Damaged Corals' 31

An anonymous reader quotes a report from The Guardian: Underwater speakers that broadcast the hustle and bustle of thriving coral could bring life back to more damaged and degraded reefs that are in danger of becoming ocean graveyards, researchers say. Scientists working off the US Virgin Islands in the Caribbean found that coral larvae were up to seven times more likely to settle at a struggling reef where they played recordings of the snaps, groans, grunts and scratches that form the symphony of a healthy ecosystem. "We're hoping this may be something we can combine with other efforts to put the good stuff back on the reef," said Nadeege Aoki at the Woods Hole Oceanographic Institution in Massachusetts. "You could leave a speaker out for a certain amount of time and it could be attracting not just coral larvae but fish back to the reef."

The world has lost half its coral reefs since the 1950s through the devastating impact of global heating, overfishing, pollution, habitat loss and outbreaks of disease. The hefty declines have fueled efforts to protect remaining reefs through approaches that range from replanting with nursery-raised corals to developing resilient strains that can withstand warming waters. Aoki and her colleagues took another tack, building on previous research which showed that coral larvae swim towards reef sounds. They set up underwater speakers at three reefs off St John, the smallest of the US Virgin Islands, and measured how many coral larvae, held in sealed containers of filtered sea water, settled on to pieces of rock-like ceramic in the containers up to 30 meters from the speakers.

While the researchers installed speakers at all three sites, they only played sounds from a thriving reef at one: the degraded Salt Pond reef, which was bathed in the marine soundscape for three nights. The other two sites, the degraded Cocoloba and the healthier Tektite reefs were included for comparison. When coral larvae are released into the water column they are carried on the currents, and swim freely, before finding a spot to settle. Once they drop to the ocean floor, they become fixed to the spot and -- if they survive -- mature into adults. Writing in the Royal Society Open Science journal, the researchers describe how, on average, 1.7 times more coral larvae settled at the Salt Pond reef than at the other sites where no reef sounds were played. The settlement rates at Salt Pond dropped with distance from the speaker, suggesting the broadcasts were responsible. While the results are promising, Aoki said more work is afoot to understand whether other coral species respond to reef sounds in the same way, and whether the corals thrive after settling.
"You have to be very thoughtful about the application of this technology," Aoki added. "You don't want to encourage them to settle where they will die. It really has to be a multi-pronged effort with steps in place to ensure the survival of these corals and their growth over time."

SpaceX Gets E-Band Radio Waves To Boost Starlink Broadband (spacenews.com) 26

Jason Rainbow reports via SpaceNews: SpaceX has secured conditional approval to use extremely high-frequency E-band radio waves to improve the capacity of its low Earth orbit Starlink broadband constellation. The Federal Communications Commission said March 8 it is allowing SpaceX to use E-band frequencies between second-generation Starlink satellites and gateways on the ground, alongside already approved spectrum in the Ka and Ku bands. Specifically, SpaceX is now also permitted to communicate between 71 and 76 gigahertz from space to Earth, and 81-86 GHz Earth-to-space, using the up to 7,500 Gen2 satellites SpaceX is allowed to deploy.

SpaceX has plans for 30,000 Gen2 satellites, on top of the 4,400 Gen1 satellites already authorized by the FCC. However, the FCC deferred action in December 2022 on whether to allow SpaceX to deploy the other three-quarters of its Gen2 constellation, which includes spacecraft closer to Earth to improve broadband speeds. The regulator also deferred action at the time on SpaceX's plans to use E-band frequencies, citing a need to first establish ground rules for using them in space. In a March 8 regulatory filing, the FCC said it found "SpaceX's proposed operations in the E-band present no new or increased frequency conflicts with other satellite operations." But the order comes with multiple conditions, including potentially forcing SpaceX to modify operations if another satellite operator also seeks to use the radio waves.

'Larger Than Everest' Comet Could Become Visible To Naked Eye This Month 54

12P/Pons-Brooks, a Halley-type comet larger than Mount Everest and with a 71.3-year orbit, is expected to become visible to the naked eye in the coming weeks as it makes its closest approach to the sun on April 21. The Guardian reports: While some reports suggest 12P/Pons-Brooks was spotted as far back as the 14th century, it is named after the French astronomer Jean-Louis Pons who discovered it in 1812 and the British-American astronomer William Robert Brooks who observed it on its next orbit in 1883. Thought to have a nucleus about 30km (20 miles) in diameter, it is classed as a cryovolcanic comet, meaning it erupts with dust, gases and ice when pressure builds inside as it is heated. One such outburst last year caused it to brighten a hundredfold and garnered it the sobriquet of "the Devil Comet" after the haze that surrounds it formed a horned shape.

While the comet -- and its green tinge -- has already been spotted in the night sky, experts say it is expected to become even brighter in the coming weeks. "The comet is expected to reach a magnitude of 4.5 which means it ought to be visible from a dark location in the UK," said Dr Paul Strom, an astrophysicist at the University of Warwick. "The comet moves from the constellation of Andromeda to Pisces. As it does so it passes by bright stars which will make it easier to spot on certain dates. In particular, on March 31 12P/Pons-Brooks will be only 0.5 a degree from the bright star called Hamal," he said. But Dr Robert Massey, the deputy executive director of the Royal Astronomical Society, said even if the comet did become brighter it could still be difficult to see, adding that basic instruments such as small telescopes would greatly help.

"If you have a half-decent pair of binoculars, certainly attempt to look for it with those," said Massey, adding that apps that map the sky were also useful. The best views of the comet are currently to be found in the northern hemisphere. Massey said those who wanted to catch a glimpse should venture out on a clear evening and look low in the west-north-west as twilight came to an end. "You want to avoid haze, you want to avoid moonlight, you want to avoid light pollution."

China is using AI in the operation of its 45,000km (28,000-mile) high-speed rail network, with the technology achieving several milestones, according to engineers involved in the project. From a report: An AI system in Beijing is processing vast amounts of real-time data from across the country and can alert maintenance teams of abnormal situations within 40 minutes, with an accuracy as high as 95 per cent, they said in a peer-reviewed paper. "This helps on-site teams conduct reinspections and repairs as quickly as possible," wrote Niu Daoan, a senior engineer at the China State Railway Group's infrastructure inspection centre, in the paper published by the academic journal China Railway.

In the past year, none of China's operational high-speed railway lines received a single warning that required speed reduction due to major track irregularity issues, while the number of minor track faults decreased by 80 per cent compared to the previous year. According to the paper, the amplitude of rail movement caused by strong winds also decreased -- even on massive valley-spanning bridges -- with the application of AI technology. [...] According to the paper, after years of effort Chinese railway scientists and engineers have "solved challenges" in comprehensive risk perception, equipment evaluation, and precise trend predictions in engineering, power supply and telecommunications. The result was "scientific support for achieving proactive safety prevention and precise infrastructure maintenance for high-speed railways," the engineers said.

No Big North Sea Fossil Fuel Country Has Plan To Stop Drilling in Time For 1.5C Goal (theguardian.com) 151

None of the big oil and gas producers surrounding the North Sea plan to stop drilling soon enough to meet the 1.5C (2.7F) global heating target, a report has found. From a report: The five countries -- the UK, Germany, the Netherlands, Norway and Denmark -- have failed to align their oil and gas policies with their climate promises under the Paris agreement, according to the campaign group Oil Change International.

North Sea governments must act urgently, said Silje Ask Lundberg from Oil Change International, who co-wrote the report. "Failure to address these issues not only undermines international climate goals, but also jeopardises the liveability of our planet." The report found that policies in Norway and the UK were furthest from the Paris climate agreement because the countries were "aggressively" exploring and licensing new oil and gas fields. In 2021, the International Energy Agency found there was no room for new oil exploration in its pathway to net zero emissions.

China unleashed the full might of its solar energy industry last year. It installed more solar panels than the United States has in its history. It cut the wholesale price of panels it sells by nearly half. And its exports of fully assembled solar panels climbed 38 percent while its exports of key components almost doubled. Get ready for an even bigger display of China's solar energy dominance. The New York Times: While the United States and Europe are trying to revive renewable energy production and help companies fend off bankruptcy, China is racing far ahead. At the annual session of China's legislature this week, Premier Li Qiang, the country's second-highest official after Xi Jinping, announced that the country would accelerate the construction of solar panel farms as well as wind and hydroelectric projects.

With China's economy stumbling, the ramped-up spending on renewable energy, mainly solar, is a cornerstone of a big bet on emerging technologies. China's leaders say that a "new trio" of industries -- solar panels, electric cars and lithium batteries -- has replaced an "old trio" of clothing, furniture and appliances. The goal is to help offset a steep slump in China's housing construction sector. China hopes to harness emerging industries like solar power, which Mr. Xi likes to describe as "new productive forces," to re-energize an economy that has slowed for more than a decade. The emphasis on solar power is the latest installment in a two-decade program to make China less dependent on energy imports.

US Intelligence Officer Explains Roswell, UFO Sightings (cnn.com) 43

CNN's national security analyst interviewed a U.S. intelligence officer who worked on the newly-released Defense report debunking UFO sightings — physicist Sean Kirkpatrick. He tells CNN "about two to five percent" of UFO reports are "truly anomalous."

But CNN adds that "he thinks explanations for that small percentage will most likely be found right here on Earth..." This is how Kirkpatrick and his team explain the Roswell incident, which plays a prominent role in UFO lore. That's because, in 1947, a U.S. military news release stated that a flying saucer had crashed near Roswell Army Air Field in New Mexico. A day later, the Army retracted the story and said the crashed object was a weather balloon. Newspapers ran the initial saucer headline, followed up with the official debunking, and interest in the case largely died down. Until 1980, that is, when a pair of UFO researchers published a book alleging that alien bodies had been recovered from the Roswell wreckage and that the U.S. government had covered up the evidence.

Kirkpatrick says his office dug deep into the Roswell incident and found that in the late 1940s and early 1950s, there were a lot of things happening near the Roswell Airfield. There was a spy program called Project Mogul, which launched long strings of oddly shaped metallic balloons. They were designed to monitor Soviet nuclear tests and were highly secret. At the same time, the U.S. military was conducting tests with other high-altitude balloons that carried human test dummies rigged with sensors and zipped into body-sized bags for protection against the elements. And there was at least one military plane crash nearby with 11 fatalities.

Echoing earlier government investigations, Kirkpatrick and his team concluded that the crashed Mogul balloons, the recovery operations to retrieve downed test dummies and glimpses of the charred aftermath of that real plane crash likely combined into a single false narrative about a crashed alien spacecraft...

Since 2020, the Pentagon has standardized, de-stigmatized and increased the volume of reporting on UFOs by the U.S. military. Kirkpatrick says that's the reason the closely covered and widely-mocked Chinese spy balloon was spotted in the first place last year. The incident shows that the U.S. government's policy of taking UFOs seriously is actually working.

The pattern keeps repeating. "Kirkpatrick says, his investigation found that most UFO sightings are of advanced technology that the U.S. government needs to keep secret, of aircraft that rival nations are using to spy on the U.S. or of benign civilian drones and balloons." ("What's more likely?" asked Kirkpatrick. "The fact that there is a state-of-the-art technology that's being commercialized down in Florida that you didn't know about, or we have extraterrestrials?")

But the greatest irony may be that "stories about these secret programs spread inside the Pentagon, got embellished and received the occasional boost from service members who'd heard rumors about or caught glimpses of seemingly sci-fi technology or aircraft. And Kirkpatrick says his investigators ultimately traced this game of top-secret telephone back to fewer than a dozen people... [F]or decades, UFO true believers have been telling us there's a U.S. government conspiracy to hide evidence of aliens. But — if you believe Kirkpatrick — the more mundane truth is that these stories are being pumped up by a group of UFO true believers in and around government."

Are We in the 'Anthropocene,' the Human Age? Scientists Say: Nope (science.org) 63

Science magazine "has confirmed that a panel of two dozen geologists has voted down a proposal to end the Holocene — our current span of geologic time, which began 11,700 years ago at the end of the last ice age — and inaugurate a new epoch, the Anthropocene.

"Starting in the 1950s, it would have marked a time when humanity's influence on the planet became overwhelming." The vote, first reported by The New York Times, is a stunning — though not unexpected — rebuke for the proposal, which has been working its way through a formal approval process for more than a decade... [S]ome felt the proposed marker of the epoch — some 10 centimeters of mud from Canada's Crawford Lake that captures the global surge in fossil fuel burning, fertilizer use, and atomic bomb fallout that began in the 1950s — isn't definitive enough. Others questioned whether it's even possible to affix one date to the start of humanity's broad planetary influence: Why not the rise of agriculture? Why not the vast changes that followed European encroachment on the New World?
Stanley Finney, a stratigrapher at California State University Long Beach and head of the International Union of Geological Sciences, said "It would have been rejected 10 years earlier if they had not avoided presenting it to the stratigraphic community for careful consideration." Finney also complains that from the start, AWG was determined to secure an "epoch" categorization, and ignored or countered proposals for a less formal Anthropocene designation.... The Anthropocene backers will now have to wait for a decade before their proposal can be considered again...

Even if it is not formally recognized by geologists, the Anthropocene is here to stay. It is used in art exhibits, journal titles, and endless books... And others have advanced the view that it can remain an informal geologic term, calling it the "Anthropocene event...."

From the New York Times: Geoscientists don't deny our era stands out within that long history. Radionuclides from nuclear tests. Plastics and industrial ash. Concrete and metal pollutants. Rapid greenhouse warming. Sharply increased species extinctions. These and other products of modern civilization are leaving unmistakable remnants in the mineral record, particularly since the mid-20th century. Still, to qualify for its own entry on the geologic time scale, the Anthropocene would have to be defined in a very particular way, one that would meet the needs of geologists and not necessarily those of the anthropologists, artists and others who are already using the term.

That's why several experts who have voiced skepticism about enshrining the Anthropocene emphasized that the vote against it shouldn't be read as a referendum among scientists on the broad state of the Earth. "This was a narrow, technical matter for geologists, for the most part," said one of those skeptics, Erle C. Ellis, an environmental scientist at the University of Maryland, Baltimore County. "This has nothing to do with the evidence that people are changing the planet," Dr. Ellis said. "The evidence just keeps growing."

Francine M.G. McCarthy, a micropaleontologist at Brock University in St. Catharines, Ontario, is the opposite of a skeptic: She helped lead some of the research to support ratifying the new epoch. "We are in the Anthropocene, irrespective of a line on the time scale," Dr. McCarthy said. "And behaving accordingly is our only path forward."

'Monumental' Experiment Suggests How Life on Earth May Have Started (pressherald.com) 127

An anonymous reader shared this article from the Washington Post: A much-debated theory holds that 4 billion years ago, give or take, long before the appearance of dinosaurs or even bacteria, the primordial soup contained only the possibility of life. Then a molecule called RNA took a dramatic step into the future: It made a copy of itself. Then the copy made a copy, and over the course of many millions of years, RNA begot DNA and proteins, all of which came together to form a cell, the smallest unit of life able to survive on its own.

Now, in an important advance supporting this RNA World theory, scientists at the Salk Institute for Biological Studies in La Jolla, Calif., have carried out a small but essential part of the story. In test tubes, they developed an RNA molecule that was able to make accurate copies of a different type of RNA. The work, published in the journal Proceedings of the National Academy of Sciences, gets them closer to the grand goal of growing an RNA molecule that makes accurate copies of itself.

"Then it would be alive," said Gerald Joyce, president of Salk and one of the authors of the new paper. "So, this is the road to how life can arise in a laboratory or, in principle, anywhere in the universe...."

John Chaput, a professor of pharmaceutical sciences at the University of California at Irvine who did not participate in the study, called the crossing of that threshold by the Salk team "monumental," adding that "at first, I looked on it as a little bit jaw-dropping. ... It's super-neat."

The Post adds that "the scenario they tested probably mimics one of the earliest stirrings of evolution." And Michael Kay, a professor of biochemistry at University of Utah, says the new paper has given the RNA World theory "key evidence" to show "it is plausible and reasonable." He added that the RNA copier developed at Salk will "provide a valuable tool for people wanting to do directed evolution experiments."

PFAS 'Forever Chemicals' To Officially Be Removed from Food Packaging, FDA Says (livescience.com) 39

An anonymous Slashdot reader shared this article from Live Science: Manufacturers will no longer use harmful "forever chemicals" in food packaging products in the U.S., according to the U.S. Food and Drug Administration (FDA).

In a statement released February 28, the agency declared that grease-proofing materials that contain per- and polyfluoroalkyl substances (PFAS) will not be used in new food packaging sold in the U.S. These include PFAS used in fast-food wrappers, microwave popcorn bags, takeout boxes and pet food bags. The FDA's announcement marks the completion of a voluntary phase-out of the materials by U.S. food packaging manufacturers.

This action will eliminate the "major source of dietary exposure to PFAS," Jim Jones, deputy commissioner for human foods at the FDA, said in an associated statement. Companies told the FDA that it could take up to 18 months to completely exhaust the market supply of these products following their final date of sale. However, most of the affected manufacturers phased out the products faster than they initially predicted, the agency noted...

The FDA's new announcement marks a "huge win for the public," Graham Peaslee, a professor of physics at the University of Notre Dame who studies PFAS, told The Washington Post.

Was Avi Loeb Led to His 'Alien Debris' Meteor by the Sound of a Truck? (jhu.edu) 53

Remember Avi Loeb, the Harvard professor who claims fragments of alien technology turned up in a high-speed meteor he retrieved from the waters off of Papua, New Guinea?

"Reanalysis of seismic data now suggests Loeb may have been looking for the meteor remnants in the wrong place," writes the Washington Post: The analysis, led by seismologist Benjamin Fernando of Johns Hopkins University, contends that sound waves purportedly from the meteor exploding in the atmosphere, and cited by Loeb as helping to locate the meteor's debris field, were most likely from a truck driving on a road near the seismometer.
"Interstellar signal linked to aliens was actually just a truck," reads the headline on an announcement from Johns Hopkins University. "The fireball location was actually very far away from where the oceanographic expedition went to retrieve these meteor fragments," Fernando says in the announcement. "Not only did they use the wrong signal, they were looking in the wrong place." Using data from stations in Australia and Palau designed to detect sound waves from nuclear testing, Fernando's team identified a more likely location for the meteor, more than 100 miles from the area initially investigated. They concluded the materials recovered from the ocean bottom were tiny, ordinary meteorites — or particles produced from other meteorites hitting Earth's surface mixed with terrestrial contamination.
"There are hundreds of signals that look just like this on that seismometer in Papua New Guinea in the days before and the days after," Fernando told the Washington Post.

But the newspaper adds that "Loeb, however, stands his ground." "The seismic data is completely irrelevant to the location of the meteor," Loeb told The Washington Post. He said his team based its search coordinates primarily on satellite data from the United States military. A three-year analysis by the United States Space Command supported the hypothesis that the meteor's extreme velocity indicated an origin outside our solar system, Loeb said...

[Fernando] said his team believes the purported velocity of the meteor is the result of a measurement error by a sensor. "We think the most likely case is it's a natural meteor from within our solar system," he said.

In any case, Loeb is not done with the search. When he gets sufficient funding, he told The Post, he's going back to the Pacific in search of larger pieces of whatever splashed into the sea.

Earth Has Its Warmest February Ever - the 9th Record-Setting Month in a Row (axios.com) 91

The unrelenting and exceptional global warmth — fueled by a combination of human-caused warming and the El Niño climate pattern — has spanned both land and ocean areas since June. It has scientists worried about the planet crossing a critical climate threshold and prospects for an active Atlantic hurricane season. The month's average global air temperature of 13.5 degrees Celsius (56.3 degrees Fahrenheit) was 0.12 degrees (0.22 degrees Fahrenheit) warmer than the previous warmest February in 2016.

The warmth of the last 12-month period is unprecedented in modern records, coming in at 1.56 degrees (2.8 degrees Fahrenheit) warmer than preindustrial levels... Scientists fear that tipping points, such as those that could lead to catastrophic sea level rises or the collapse of critical ocean circulations, will become more likely to be reached if the Earth's temperature remains near or above that threshold for multiple years.

Axios adds: This is significant, since these 12 months exceeded the Paris Agreement's 1.5-degree target for a full year. However, the pact is aimed at averting multiple decades above that level, meaning the target hasn't yet been officially breached. Europe was especially warm compared to average during February, along with central and northwest North America, much of South America, Africa and western Australia, Copernicus found.
The Washington Post notes that in the United States, "more than 200 locations in the Midwest and Northeast set records for winter warmth."

They also quote a weather historian who posted on social media that "We are witnessing something extraordinary and unprecedented. Several thousands of records pulverized all over the world in a matter of hours, with margins never seen before."
