Yahoo Japan is telling its 8,000 employees they can work anywhere in the country -- and even be flown into work when the job requires it -- bucking the trend of companies looking to return workers to offices in the third year of the coronavirus pandemic. The Japan Times reports: The program takes effect April 1 and allows employees to commute by plane, which wasn't previously an option, the company said in a statement Wednesday. While Yahoo is best known for its internet portal in Japan, it's a unit of SoftBank Group's Z Holdings, which also owns the Line messaging app and PayPay mobile payments service. Ninety percent of the company's employees are now working remotely, according to President Kentaro Kawabe, who tweeted that an overwhelming majority of them said their performance has held steady or improved at home. "So we're allowing Yahoo employees to live anywhere in Japan. This doesn't mean we're denying the benefits of the office -- you'll be able to fly in when needed," he added.

Yahoo is setting a commuting budget of $1,300 per month per worker and lifting its previous daily cap. In-person communication will still be encouraged as the initiative is also aimed at bolstering morale and well-being, with social gatherings to be subsidized by [$44] per employee a month. The company has had an "office anywhere" remote work system in place since 2014, however it had capped the number of work-from-home days before the virus took hold to five days a month.

Panasonic has announced plans to offer a four-day workweek to employees in Japan in an effort to improve productivity and attract better workers, according to a new report from Nikkei Asia. From a report: The move comes after the Japanese government made official recommendations to private employers in 2021 that included a shorter workweek. The four-day workweek has been floated around the world in various forms from Finland to New Zealand. Sometimes, the shorter weeks just mean that employers make the four days of work longer, while maintaining something close to 40 hours. Other times the companies will actually be offering a shorter week with fewer total hours, so that people can pursue more leisure time or more education.

An anonymous reader quotes a report from Scientific American: Human sexual activity affects cognitive function, health, happiness and overall quality of life -- and, yes, there is also the matter of reproduction. The huge range of benefits is one reason researchers have become alarmed at declines in sexual activity around the world, from Japan to Europe to Australia. A recent study evaluating what is happening in the U.S. has added to the pile of evidence, showing declines from 2009 to 2018 in all forms of partnered sexual activity, including penile-vaginal intercourse, anal sex and partnered masturbation. The findings show that adolescents report less solo masturbation as well.

The decreases "aren't trivial," as the authors wrote in the study, published on November 19 in Archives of Sexual Behavior. Between 2009 and 2018, the proportion of adolescents reporting no sexual activity, either alone or with partners, rose from 28.8 percent to 44.2 percent among young men and from 49.5 percent in 2009 to 74 percent among young women. The researchers obtained the self-reported information from the National Survey of Sexual Health and Behavior and used responses from 4,155 people in 2009 and 4,547 people in 2018. These respondents to the confidential survey ranged in age from 14 to 49 years. The study itself did not probe the reasons for this trend.
Scientific American spoke with the study's authors, Debby Herbenick and Tsung-chieh (Jane) Fu, about underlying factors that might explain these changes. Among the young, the researchers say social media, gaming and "rough sex" may contribute to this trend. The grief, health challenges, job loss and financial strain of the pandemic can all influence sexual interest and sex drive, too.

US Extends Space Station Operations Through 2030 (nasa.gov) 17

The International Space Station's operations have been extended through 2030, NASA announced on Friday. "Though it was never in doubt that the U.S. would continue its near-term commitment to the ISS," reports Engadget, "NASA's announcement comes amid heightened tensions with Russia, one of several nations sharing access to the Space Station. 2021 also saw Russia deepen its cooperation in space with China, another US adversary, as The New York Times noted in June."

NASA's announcement emphasized it would continue work with the space agencies of Europe, Japan, Canada, and Russia "to enable continuation of the groundbreaking research being conducted in this unique orbiting laboratory through the rest of this decade." From NASA.gov: "The International Space Station is a beacon of peaceful international scientific collaboration and for more than 20 years has returned enormous scientific, educational, and technological developments to benefit humanity...." said NASA Administrator Bill Nelson. "As more and more nations are active in space, it's more important than ever that the United States continues to lead the world in growing international alliances and modeling rules and norms for the peaceful and responsible use of space...." Nearly 110 countries and areas have participated in activities aboard the station, including more than 1,500,000 students per year in STEM activities.

Instruments aboard the ISS, used in concert with free-flying instruments in other orbits, help us measure the stresses of drought and the health of forests to enable improved understanding of the interaction of carbon and climate at different time scales. Operating these and other climate-related instruments through the end of the decade will greatly increase our understanding of the climate cycle.

Extending operations through 2030 will continue another productive decade of research advancement and enable a seamless transition of capabilities in low-Earth orbit to one or more commercially owned and operated destinations in the late 2020s. The decision to extend operations and NASA's recent awards to develop commercial space stations together ensure uninterrupted, continuous human presence and capabilities; both are critical facets of NASA's International Space Station transition plan.

NASA's announcement also points out that the Space station has hosted "more than 3,000 research investigations from over 4,200 researchers across the world."

University Loses 77TB of Research Data Due To Backup Error (bleepingcomputer.com) 74

An anonymous reader quotes a report from BleepingComputer: The Kyoto University in Japan has lost about 77TB of research data due to an error in the backup system of its Hewlett-Packard supercomputer. The incident occurred between December 14 and 16, 2021, and resulted in 34 million files from 14 research groups being wiped from the system and the backup file. After investigating to determine the impact of the loss, the university concluded that the work of four of the affected groups could no longer be restored. All affected users have been individually notified of the incident via email, but no details were published on the type of work that was lost.

At the moment, the backup process has been stopped. To prevent data loss from happening again, the university has scraped the backup system and plans to apply improvements and re-introduce it in January 2022. The plan is to also keep incremental backups -- which cover files that have been changed since the last backup happened -- in addition to full backup mirrors. While the details of the type of data that was lost weren't revealed to the public, supercomputer research costs several hundreds of USD per hour, so this incident must have caused distress to the affected groups. The Kyoto University is considered one of Japan's most important research institutions and enjoys the second-largest scientific research investments from national grants. Its research excellence and importance is particularly distinctive in the area of chemistry, where it ranks fourth in the world, while it also contributes to biology, pharmacology, immunology, material science, and physics.

Japan revised the schedule of its space exploration plans on Tuesday, aiming to put a Japanese person on the moon by the latter half of the 2020s. From a report: "Not only is space a frontier that gives people hopes and dreams but it also provides a crucial foundation to our economic society with respect to our economic security," Prime Minister Fumio Kishida told a meeting to finalise the plan. According to the draft schedule of the plan, Japan aims to put the first non-American on the moon as part of the Artemis programme, a U.S.-led initiative that aims to return astronauts to the moon. The plan also spells out Japan's aspirations to launch a probe to explore Mars in 2024, as well as to find ways to generate solar electricity in space.

Some people thought that people would come flocking back to the office once generous unemployment benefits ended. Nope. Wrong. Months after Republican states cut the $300-a-week Federal benefit and other benefits expired, there has been no rush to return to the workforce. There are many reasons for this. People don't want to catch COVID-19; people are sick of bad jobs; early retirement; and the one I care about today, bosses still think they can force skilled workers to return to offices. I've said it before; I'll say it again. That's not going to happen. People with talent and high-value skills, like most technology workers, aren't returning to traditional offices. You don't have to believe me, though. Look at the numbers being reported.

A Hackajob survey of 2,000 UK tech workers and employers found not quite three-quarters (72%) of tech workers said having the ability to do remote work was very important to them. All, and by the way, just over one in five were looking for new jobs with remote work. A more recent Microsoft survey found UK techies felt even stronger about the issue. In this survey, they found over half of the employees would consider quitting if you tried to force them back into the office. It's not just the UK. The Future Forum Pulse survey found IT workers in the US, UK, Australia, France, Germany, and Japan all had one thing in common: Most want to work at least part of the time remotely. To be precise, 75% want flexibility in where they work, while 93% want flexibility in when they work. Why? The top reason: "Better work-life balance."

The problem? Many executives and owners haven't gotten the clue yet. 44% said they wanted to work from the office daily. Employees? 17%. Three-quarters of bosses said they at least wanted to work from the office 3-5 days a week, versus 34% of employees. Can we say disconnect? I can. And, here's the point. Today, for the first time in my lifetime, workers, not employers, are in the driver's seat. [...] But, that doesn't mean that you must give up the traditional office entirely. You don't. In the Dice State of Remote Work report, there's a remote work spectrum. Sure, some workers never want to cross the office transom again, but others like a flexible work schedule where they can work outside of the office a set number of days per week or month. By Dice's count, only one in five workers are bound and determined to never come into the office again. 75% would be fine with flex work. But, pay attention folks, only 3% want to go back to the old-school 9 to 5, every weekday at the office. I repeat a mere 3% want to return to the office as most of you knew it in the 2010s. Indeed, 7% of respondents said they would even take a 5% salary cut to work remotely.

Asteroid Sample Could Reveal Our Solar System's Origin Story (cnn.com) 11

Just over a year after Japan's Hayabusa2 mission returned the first subsurface sample of an asteroid to Earth, scientists have determined that the near-Earth asteroid Ryugu is a pristine remnant from the formation of our solar system. From a report: This was the first material to be returned to Earth from a carbon-rich asteroid. These asteroids can reveal how our cosmic corner of the universe was formed. The organic and hydrated minerals locked within these asteroids could also shed light on the origin of the building blocks of life. Ryugu is a dark, diamond-shaped asteroid that measures about 3,000 feet (1 kilometer) wide. Hayabusa2 collected one sample from the asteroid's surface on February 22, 2019, then fired a copper "bullet" into the asteroid to create a 33-foot wide impact crater. A sample was collected from this crater on July 11, 2019. Then, Hayabusa2 flew by Earth and dropped the sample off in Australia last December.

The C-type, or carbonaceous, asteroid is much darker than scientists originally thought, only reflecting about 2% of the light that hits it, according to one study published Monday in the journal Nature Astronomy. After opening the sample, scientists were surprised to find that the spacecraft collected 5.4 grams from the asteroid -- much more than the single gram they were expecting, said Toru Yada, lead study author and associate senior researcher at the Japan Aerospace Exploration Agency's Institute of Space and Astronautical Science. In the second study, also published Monday in Nature Astronomy, the researchers determined that Ryugu is made of clay and other hydrated minerals, with a number of carbonates and organics inside the sample.

Telecom Data Storage Locations Will Soon Be Public In Japan (theregister.com) 4

An anonymous reader quotes a report from The Register: Social media and search engine operators in Japan will be required to specify the countries in which users' data is physically stored, under a planned tweak to local laws. The Ministry of Internal Affairs and Communications this week announced it plans to submit the revision to the Telecommunications Business Law early next year. The amendment, if passed, requires search engines, social media operators and mobile phone companies with over 10 million Japanese users to disclose where in the world they store data, and identify any foreign subcontractors that can access the data. The proposed law applies to overseas companies that operate in Japan -- meaning the likes of Twitter and Facebook will need to disclose their storage choices publicly. Oddly, search engines that just cover travel and food get a pass and don't have to comply. "The move is in part a reaction to Japan's hugely popular homegrown freeware instant communication app, LINE, which had several recent snafus related to data storage and protection," the report adds.

In March, the Japanese government said it was investigating LINE's parent company after a local newspaper reported that engineers at one of the app's Chinese contractors accessed the messages and personal details of LINE users. And just a couple weeks ago, the company announced that around 133,000 users' payment details were mistakenly published on GitHub between September and November of this year.

Truckloads of unsold game cartridges ended up in landfills, and retailers decided that home gaming systems had no future. But in 1985, the release of the Nintendo Entertainment System in the United States changed the industry forever. A team of scientists at a university in western Japan has developed masks that glow when exposed to ultraviolet light if they contain traces of the coronavirus, using antibodies extracted from ostrich eggs. From a report: The team at Kyoto Prefectural University, headed by its president, Yasuhiro Tsukamoto, 52, hopes the masks will offer users an easy way to test whether they have contracted the virus. With testing continuing to put them into practical use, the team aims to gain government approval to sell the masks possibly next year. Ostriches are capable of producing several different kinds of antibody, or proteins that neutralize foreign entities in the body. In February last year, the team injected an inactive and non-threatening form of the coronavirus into female ostriches, successfully extracting a large quantity of antibodies from the eggs that they laid.

The Case for a Four-Day Work Week (forbes.com) 125

Recently a New York Times headlined asked "Is the four-day work week finally within our grasp?" Kickstarter, Shake Shack and Unilever's New Zealand unit are among those that have experimented with the four-day workweek, or have announced plans to. And after an experiment in Iceland supported the idea that the system improves worker well-being without reducing overall output, a majority of the country's workers have now moved to shorter workweeks, or will gain the right to... Roughly 1% of Iceland's working population was involved in its trials of shorter workweeks for equal pay, which ran for several years starting in 2015.

"The trials were successful," concluded a recent research report on the experiment. "Participating workers took on fewer hours and enjoyed greater well-being, improved work-life balance and a better cooperative spirit in the workplace — all while maintaining existing standards of performance and productivity...." And the extra day off means fewer commuting days, which saves time and reduces environmental impact....

Proponents of four-day weeks say the key is to rein in meetings. "You have better discipline around meetings. You're a lot more thoughtful in how you use technology," said Alex Soojung-Kim Pang, author of "Shorter," a book about the four-day workweek. He also said that a shorter week requires workers to set aside time for focused work and refrain from email or other communications during that time.

"To paraphrase William Gibson, the four-day week is already here for most companies," said Pang, an organizational strategy consultant in Menlo Park, California. "It's buried under a whole bunch of rubble of outmoded practices and bad meetings. Once you clear that stuff away, then it turns out the four-day week is well within your grasp."

And now one commentator in Newsweek reports that 83% of U.S. workers favor a shorter work week. But there's also a business case for the change, since a Microsoft experiment with a four-day work week in Japan "led to a 40 percent improvement in productivity, as measured by sales per employee...." The strongest argument for a shorter work week is that it doesn't actually require a sacrifice. Although the average American works 8.8 hours a day, not much of this time is actually spent working. If a worker is in the office but isn't working, what is the purpose of them being there? Minutes spent chatting by the water cooler, checking social media and making snacks compound into hours that could be better spent elsewhere. As noted by the historian C. Northcote Parkinson, famous for "Parkinson's Law," work "expands so as to fill the time available for its completion." I think he's right.

Deadlines focus work, and focused work is better work. It's the quality, and not the quantity, of our work that matters.... As we near the post-COVID juncture, I believe it's time to refocus our sights on the forgotten promise of the industrial revolution — to finally help employees find a better work-life balance and actually increase business' productivity and bottom line at the same time. Four great work days are always better than five average days.

It's happening. "The coronavirus pandemic has sped up a transition into more flexible and diverse working hours around the world, opening up ways of working that were unthinkable just a few years ago," reports Reuters. (The traditional model of how we work has been broken," Meghana Reddy, vice president of video messaging service Loom, told the Reuters Next conference.")

And an article in Forbes reminds us that last month Britain's Atom Bank adopted a four-day week for most of its 430 employees, reducing working hours to 34 hours per week from 37.5 hours without reducing pay. "There's even talk at the congressional level: U.S. Rep. Mark Takano, a Democrat from California, introduced a bill in July to reduce the standard work week from 40 hours to 32. The bill has 13 co-sponsors...." The four-day work week will take hold because it embodies the spirit of our times, because workers demand it, and because businesses that implement it will thrive...

Years from now we will look back on our pre-pandemic work habits and lifestyles and wonder why we worked the way we did. We will cringe to recall how we sacrificed evenings and weekends and friendships and family to work all the time. We will ponder how we allowed ourselves to sink beneath relentless professional demands and digital distractions without even noticing we were drowning.

The four-day work week is just one of the corporate experiments that will define the life-work revolution and ultimately the future of work.

Nissan Lays Out $17.6 Billion Plan To Electrify Its Future (theverge.com) 101

Nissan has announced plans to spend around $17.6 billion over the next five years to accelerate the roll-out of electric vehicles. "And to emphasize that point, Nissan unveiled a pack of delightful EV concepts, including an adorable pickup truck, an outdoorsy SUV, and a sleek sports car," reports The Verge. From the report: Nissan said it will produce 23 new electrified models by 2030, 15 of which will be fully electric. The company is targeting a 50 percent electrification mix for its Nissan and Infiniti brands by the end of the decade. In the US, Nissan plans to take things a little slower, only targeting 40 percent of its sales to be EVs by 2040. On batteries, Nissan is pursuing what it calls "all-solid-state batteries (ASSB)" by 2028. The company is preparing a "pilot plant" in Yokohama, Japan, for early 2024. Solid-state batteries could theoretically charge faster, hold more power, and last longer than traditional lithium-ion batteries, which use liquid electrolytes to move energy around. While solid-state batteries have eluded researchers for years, some companies claim that a breakthrough is nearly at hand.

Nissan says that solid-state batteries will help make EVs more affordable by reducing the price of battery packs down to $75 per kWh by 2028. The company aims to bring it further down to $65 per kWh to achieve cost parity between EV and gasoline vehicles in the future. To underline its commitment to an electric future, Nissan revealed a handful of EV concepts: a small pickup truck called Surf-Out; a boxy crossover called Hang-Out; a compact SUV called Chill-Out; and a convertible sports car called Max-Out. [...] It's an impressive commitment, but Nissan notably stopped short of making the same promise that other automakers have to phase out the production of gas-powered vehicles. For example, Volvo and General Motors have vowed to become EV-only companies by 2030 and 2040, respectively.

The Israeli government has restricted the list of countries to which local security firms are allowed to sell surveillance and offensive hacking tools by almost two-thirds, cutting the official cyber export list from 102 to 37 entries. From a report: The new list, obtained by Israeli business newspaper Calcalist earlier today, only includes countries with proven democracies, such as those from Europe and the Five Eyes coalition: Australia, Austria, Belgium, Bulgaria, Canada, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Iceland, India, Ireland, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, New Zealand, Norway, Portugal, Romania, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, the Netherlands, the UK, and the US.

The list noticeably removes autocratic regimes, to which Israeli companies have often supplied surveillance tools. Spyware developed by Israeli companies like Candiru and the NSO Group has been linked in recent years to human rights abuses in tens of countries, with the tools being used by the local governments to spy on reporters, activists, dissidents, and political rivals.

US Blacklists Chinese Quantum Computing Companies (ft.com) 74

The US has placed a dozen Chinese groups involved in quantum computing and other advanced technologies on an export blacklist, saying they pose a risk of gaining access to critical American technologies for the People's Liberation Army. From a report: The move, which makes it almost impossible for US companies to sell technologies to the listed companies, targeted a total of 27 entities, including 12 in China and two affiliated firms in Japan and Singapore. In addition to quantum computing, the list included companies in the semiconductor and aerospace industries. Eight of the Chinese groups were specifically targeted to prevent them from accessing sensitive quantum-related technology, the US commerce department said, arguing they could help the PLA improve counter-stealth and counter-submarine applications and facilitate efforts to break US encryption.

The actions mark the latest effort by the Biden administration to make it more difficult for China to secure cutting-edge technologies with military applications. Last month, US intelligence officials warned American companies about Chinese efforts to access technology in areas including quantum computing and artificial intelligence. "This is a sensible move and an important reminder of the scope and scale of China's efforts to achieve technological breakthroughs that erode US national security," said Martijn Rasser, a former CIA official who heads the technology and national security programme at the Center for a New American Security think-tank. In addition to the Chinese groups targeted, Washington put 13 Pakistani firms on the "entity list" for activities related to nuclear and ballistic missile programmes. It added the Moscow Institute of Physics and Technology to a "military end-user" list that makes it more difficult to sell technology with military applications.

A new digital currency backed by bank deposits is set for a test run in Japan as early as this year, an effort that will involve the nation's top banks and about 70 other companies. From a report: The test run will focus on the digital currency's feasibility for business transactions, such as large payments between companies. The group aims to bring the currency into circulation as soon as the latter half of 2022. The Digital Currency Forum announced the trial on Wednesday. The Forum includes MUFG Bank, Sumitomo Mitsui Banking Corp., Mizuho Bank, Japan Post Bank and the Nippon Telegraph and Telephone group. East Japan Railway, which operates Tokyo's busy Yamanote Line, top trading house Mitsubishi Corp., Kansai Electric Power and retail giant Seven & i Holdings are also involved. Tokyo-based cryptocurrency exchange service provider Decurret, a subsidiary of Internet Initiative Japan, and others will lead the trial.

Japan Allocates $5.2 Billion To Fund Chip Plants By TSMC and Others (nikkei.com) 16

Japan is allocating about $5.2 billion of its fiscal 2021 supplementary budget to support advanced semiconductor manufacturers, Nikkei has learned. From the report: The government plans to invest about 400 billion yen in a new factory set up by the world's largest contract chipmaker Taiwan Semiconductor Manufacturing Co. in Kumamoto prefecture, southwest Japan. The remaining 200 billion yen will go toward setting up other new factories, with projects under consideration including by U.S. memory chipmaker Micron Technology and Japan's Kioxia Holdings. The Japanese government is considering making semiconductors a new area of focus under a law targeting companies developing high-speed 5G technologies, meaning it would approve investment plans for their factories under the revised law. [...] The 600 billion yen fund would cover subsidies over several years. Companies would receive support under the condition that they would increase production when there is supply shortage, as the Japanese government hopes to ensure a stable domestic chip supply.

Japan's Fugaku Retains Title As World's Fastest Supercomputer (datacenterdynamics.com) 13

According to a report from Nikkei Asia (paywalled), "The Japanese-made Fugaku captured its fourth consecutive title as the world's fastest supercomputer on Tuesday, although a rival from the U.S. or China is poised to steal the crown as soon as next year." From a report: But while Fugaku is the world's most powerful public supercomputer, at 442 petaflops, China is believed to secretly operate two exascale (1,000 petaflops) supercomputers, which were launched earlier this year. The top 10 list did not change much since the last report six months ago, with only one new addition -- a Microsoft Azure system called Voyager-EUS2. Voyager, featuring AMD Epyc CPUs and Nvidia A100 GPUs, achieved 30.05 petaflops, making it the tenth most powerful supercomputer in the world.

The other systems remained in the same position - after Japan's Arm-based Fugaku comes the US Summit system, an IBM Power and Nvidia GPU supercomputer capable of 148 petaflops. Hydrogen and Hybrids: Toyota CEO Defends Combustion Engines, Saying 'The Enemy Is Carbon' (bloombergquint.com) 265

This weekend Toyota's president drove a specially-equipped Corolla powered by an in-house hydrogen engine, reports Bloomberg. "Along with Mazda Motor Corp., Toyota showcased vehicles running on carbon-neutral propellants in a three-hour road race this weekend in Okayama." Toyota's hydrogen-powered car underscores the automaker's belief that a wide variety of vehicle types — including hybrids and hydrogen-powered cars, in addition to electric vehicles — will play a role in decarbonizing its fleet over the coming decades. That puts the company in contrast to others, such as General Motors Co., Jaguar Land Rover and Volvo Car AB, which say they'll sell only EVs two decades from now. "The enemy is carbon, not internal combustion engines," Toyoda said at a briefing Saturday. "We need diverse solutions, that's the path toward challenging carbon neutrality."

Toyota says that that different emissions-reducing car technologies are needed for different regions of the world. EVs are a good option for places like Europe, where batteries can be charged with electricity derived largely from renewable sources, the automaker says. Other options, such as hydrogen or hybrids, may be a better fit in other regions.

The technology is separate from the company's other big bet on hydrogen — hydrogen fuel cells such as those that power the Mirai passenger car. While fuel cells use the chemical reaction between hydrogen and oxygen to generate electricity, which in turn runs a motor, the hydrogen engine burns the element just like gasoline. Traditional engines only need to be tweaked in minor ways, such as changing out the fuel supply and injection systems, to make them capable of running on hydrogen, Toyota Chief Engineer Naoyuki Sakamoto said in a briefing last month. That also makes the technology a way to save some of the hundreds of thousands of jobs making parts related to combustion engines that are predicted to disappear in Japan if the automotive sector makes a full shift to EVs, according to Toyoda.
