Japan's Honda Motor said on Wednesday it will be the world's first automaker to mass produce sensor-packed level 3 autonomous cars that will allow drivers to let their vehicles navigate congested expressway traffic. From a report: "Honda is planning to launch sales of a Honda Legend (luxury sedan) equipped with the newly approved automated driving equipment" before the end of March 2021, Honda said in a press release. The race to build self-driving cars is a key technology battleground for automakers, with technology companies such as Google parent Alphabet Inc also investing billions of dollars in a field expected to boost car sales. Japan's government earlier in the day awarded a safety certification to Honda's autonomous "Traffic Jam Pilot" driving technology, which legally allow drivers to take their eyes off the road. "Self driving cars are expected to play a big role in helping reduce traffic accidents, provide transportation for the elderly and improve logistics," said Japan's Ministry of Land, Infrastructure, Transport and Tourism. There are six levels of vehicle autonomy, from 0 to 5, ranging from manual cars or those with simple functions such as cruise control to fully self-driving vehicles that would not need steering wheels, or brake and acceleration pedals.

Computer Scientists Achieve 'Crown Jewel' of Cryptography (quantamagazine.org) 69

A cryptographic master tool called indistinguishability obfuscation has for years seemed too good to be true. Three researchers have figured out that it can work. Erica Klarreich, reporting for Quanta Magazine: In 2018, Aayush Jain, a graduate student at the University of California, Los Angeles, traveled to Japan to give a talk about a powerful cryptographic tool he and his colleagues were developing. As he detailed the team's approach to indistinguishability obfuscation (iO for short), one audience member raised his hand in bewilderment. "But I thought iO doesn't exist?" he said. At the time, such skepticism was widespread. Indistinguishability obfuscation, if it could be built, would be able to hide not just collections of data but the inner workings of a computer program itself, creating a sort of cryptographic master tool from which nearly every other cryptographic protocol could be built. It is "one cryptographic primitive to rule them all," said Boaz Barak of Harvard University. But to many computer scientists, this very power made iO seem too good to be true. Computer scientists set forth candidate versions of iO starting in 2013. But the intense excitement these constructions generated gradually fizzled out, as other researchers figured out how to break their security. As the attacks piled up, "you could see a lot of negative vibes," said Yuval Ishai of the Technion in Haifa, Israel. Researchers wondered, he said, "Who will win: the makers or the breakers?" "There were the people who were the zealots, and they believed in [iO] and kept working on it," said Shafi Goldwasser, director of the Simons Institute for the Theory of Computing at the University of California, Berkeley. But as the years went by, she said, "there was less and less of those people."

Now, Jain -- together with Huijia Lin of the University of Washington and Amit Sahai, Jain's adviser at UCLA -- has planted a flag for the makers. In a paper posted online on August 18, the three researchers show for the first time how to build indistinguishability obfuscation using only "standard" security assumptions. All cryptographic protocols rest on assumptions -- some, such as the famous RSA algorithm, depend on the widely held belief that standard computers will never be able to quickly factor the product of two large prime numbers. A cryptographic protocol is only as secure as its assumptions, and previous attempts at iO were built on untested and ultimately shaky foundations. The new protocol, by contrast, depends on security assumptions that have been widely used and studied in the past. "Barring a really surprising development, these assumptions will stand," Ishai said. While the protocol is far from ready to be deployed in real-world applications, from a theoretical standpoint it provides an instant way to build an array of cryptographic tools that were previously out of reach. For instance, it enables the creation of "deniable" encryption, in which you can plausibly convince an attacker that you sent an entirely different message from the one you really sent, and "functional" encryption, in which you can give chosen users different levels of access to perform computations using your data. The new result should definitively silence the iO skeptics, Ishai said. "Now there will no longer be any doubts about the existence of indistinguishability obfuscation," he said. "It seems like a happy end."

Panasonic has collaborated with JR East on a vacuum cleaner-style device to solve a new problem that has sprung up on recent years: a rise in people dropping wireless earbuds onto train tracks. "The device is being tested at Ikebukuro station, a major hub in northern Tokyo, and early results suggest it works much faster than the traditional grabber," reports The Verge. From the report: JR East, the part of Japan's formerly private railway group that covers the Tokyo and Tohoku regions of the country, says that there were 950 incidents of dropped earbuds across 78 Tokyo train stations in the July-September quarter, Jiji Press reports. The figure apparently accounts for a quarter of all dropped items. According to JR East, station staff normally use a grabber-style "magic hand" tool to pick up larger items that fall onto tracks, like hats or smartphones. But the gravel between the rails makes smaller objects -- like, say, a left AirPod Pro -- more difficult to retrieve, meaning staff sometimes have to wait until after the last train.

"The techno-nationalist trends gaining traction in multiple capitals around the world are a challenge to the semiconductor industry." At once highly globalized and yet concentrated in the hands of a few countries, the industry has choke points that the U.S. under the presidency of Donald Trump has sought to exploit in order to thwart China's plans to become a world leader in chip production. Washington says Beijing can only achieve that goal through state subvention [funding] at the expense of U.S. industry, while furthering Communist Party access to high-tech tools for surveillance and repression. China rejects the allegations, accusing the U.S. of hypocrisy and acting out of political motivation. For both sides, Taiwan, which is responsible for some 70% of chips manufactured to order, is the new front line...

Citing the need to promote "digital sovereignty," the European Commission is exploring a 30 billion-euro ($35 billion) drive to raise Europe's share of the world chip market to 20%, from less than 10% now. Japan is also looking to bolster its domestic capacity. At least one Japanese delegation traveled to Taiwan in May and June this year in the hope of convincing TSMC to invest in Japan, a person with knowledge of the visit said. But TSMC announced in May that it was building a $12 billion facility in Arizona, and the company declined to receive any foreign visitors seeking to woo it, said another person familiar with the company's thinking....

A focus of Beijing is to accelerate research into so-called third-generation semiconductors — circuits made of materials such as silicon carbide and gallium nitride, a fledgling technology where no country dominates. Yet without silicon capabilities it will be difficult for China to build a proper semiconductor industry, said a senior TSMC official. Another person from a company involved in third-generation chip production said designing them is an art, and even poaching a team of designers won't necessarily guarantee success. The consensus is it won't be easy for China to catch up, especially at the cutting-edge where TSMC and Samsung are producing chips whose circuits are measured in single-digit nanometers, or billionths of a meter. SMIC [a partially state-owned Chinese semiconductor foundry] would have to double annual research spending in the next two-to-three years just to prevent its technology gap with those companies widening, says Bloomberg Intelligence analyst Charles Shum.

The environmental group claims that the 1.23 million metric tons of water stored at the plant — scene of the 2011 Fukushima Daiichi nuclear disaster — contains "dangerous" levels of the radioactive isotope carbon-14 and other "hazardous" radionuclides, which it says will have "serious long-term consequences for communities and the environment" if the water is released into the Pacific Ocean.

To cool fuel cores at the damaged Fukushima nuclear plant operator Tokyo Electric Power Company (TEPCO) has pumped in tens of thousands of tons of water over the years. Once used, the water is put into storage. But nine years on from Japan's worst nuclear disaster, storage space is running out, and the government is still deciding what to do with the water. Authorities, including the country's environment minister, have indicated the only solution is to release it into the ocean — a plan facing opposition from environmental campaigners and fishing industry representatives. On Friday, the Japanese government postponed a decision on what to do with the water.

Members of the intelligence-sharing alliance Five Eyes, along with government representatives for Japan and India, have published a statement over the weekend calling on tech companies to come up with a solution for law enforcement to access end-to-end encrypted communications. From a report: The statement is the alliance's latest effort to get tech companies to agree to encryption backdoors. The Five Eyes alliance, comprised of the US, the UK, Canada, Australia, and New Zealand, have made similar calls to tech giants in 2018 and 2019, respectively. Just like before, government officials claim tech companies have put themselves in a corner by incorporating end-to-end encryption (E2EE) into their products. If properly implemented, E2EE lets users have secure conversations -- may them be chat, audio, or video -- without sharing the encryption key with the tech companies. Representatives from the seven governments argue that the way E2EE encryption is currently supported on today's major tech platforms prohibits law enforcement from investigating crime rings, but also the tech platforms themselves from enforcing their own terms of service. Signatories argue that "particular implementations of encryption technology" are currently posing challenges to law enforcement investigations, as the tech platforms themselves can't access some communications and provide needed data to investigators.

Although they don't mention any names, the editors of the NEJM state in shockingly forceful and accusatory language that the current administration is totally incompetent and does not deserve to keep its job. The editorial, somberly titled "Dying in a Leadership Vacuum" bases its opinion on some dispiriting statistics:

"The magnitude of this failure is astonishing. According to the Johns Hopkins Center for Systems Science and Engineering, the United States leads the world in Covid-19 cases and in deaths due to the disease, far exceeding the numbers in much larger countries, such as China. The death rate in this country is more than double that of Canada, exceeds that of Japan, a country with a vulnerable and elderly population, by a factor of almost 50, and even dwarfs the rates in lower-middle-income countries, such as Vietnam, by a factor of almost 2000. Covid-19 is an overwhelming challenge, and many factors contribute to its severity. But the one we can control is how we behave. And in the United States we have consistently behaved poorly."

The Administration's extreme rhetoric and extreme actions are earning extreme reactions.
Last month, Scientific American broke a 175-year tradition of not endorsing a presidential candidate by throwing their support behind Joe Biden. "We'd love to stay out of politics, but this president has been so anti-science that we can't ignore it," editor in chief, Laura Helmuth told The Washington Post.

The editor in chief of Science Magazine also denounced Trump, but stopped short of endorsing presidential candidate Joe Biden.

How One Piece of Hardware Took Down a $6 Trillion Stock Market (bloomberg.com) 26

An anonymous reader quotes a report from Bloomberg on how a data storage and distribution device brought down Tokyo's $6 trillion stock market: At 7:04 a.m. on an autumn Thursday in Tokyo, the stewards of the world's third-largest equity market realized they had a problem. A data device critical to the Tokyo Stock Exchange's trading system had malfunctioned, and the automatic backup had failed to kick in. It was less than an hour before the system, called Arrowhead, was due to start processing orders in the $6 trillion equity market. Exchange officials could see no solution. The full-day shutdown that ensued was the longest since the exchange switched to a fully electronic trading system in 1999. It drew criticism from market participants and authorities and shone a spotlight on a lesser-discussed vulnerability in the world's financial plumbing -- not software or security risks but the danger when one of hundreds of pieces of hardware that make up a trading system decides to give up the ghost.

The TSE's Arrowhead system launched to much fanfare in 2010, billed as a modern-day solution after a series of outages on an older system embarrassed the exchange in the 2000s. The "arrow" symbolizes speed of order processing, while the "head" suggests robustness and reliability, according to the exchange. The system of roughly 350 servers that process buy and sell orders had had a few hiccups but no major outages in its first decade. That all changed on Thursday, when a piece of hardware called the No. 1 shared disk device, one of two square-shaped data-storage boxes, detected a memory error. These devices store management data used across the servers, and distribute information such as commands and ID and password combinations for terminals that monitor trades. When the error happened, the system should have carried out what's called a failover -- an automatic switching to the No. 2 device. But for reasons the exchange's executives couldn't explain, that process also failed. That had a knock-on effect on servers called information distribution gateways that are meant to send market information to traders.

At 8 a.m., traders preparing at their desks for the market open an hour later should have been seeing indicative prices on their terminals as orders were processed. But many saw nothing, while others reported seeing data appearing and disappearing. They had no idea if the information was accurate. At 8:36 a.m., the bourse finally informed securities firms that trading would be halted. Three minutes later, it issued a press release on its public website -- although only in Japanese. A confusingly translated English release wouldn't follow for more than 90 minutes. It was the first time in almost fifteen years that the exchange had suffered a complete trading outage. The Tokyo bourse has a policy of not shutting even during natural disasters, so for many on trading floors in the capital, this experience was a first.
After trading was called off for the day, four TSE executives held a press conference, "discussing areas such as systems architecture in highly technical terms," reports Bloomberg. "They also squarely accepted responsibility for the incident, rather than trying to deflect blame onto the system vendor Fujitsu Ltd."

One of the biggest questions that remained unanswered is whether the same kind of hardware-driven failure could happen in other stock markets. "There's nothing uniquely Japanese about this," said Nicholas Smith of CLSA Ltd. in Tokyo. "I think we've just got to put that in the box of 'stuff happens.' These things happen. They shouldn't, but they do."

Facebook Busts Russian Disinfo Networks As US Election Looms (wired.com) 80

An anonymous reader quotes a report from Wired: Facebook announced on Thursday that it has taken down three "coordinated inauthentic behavior" networks promoting disinformation that included nearly 300 Facebook and Instagram accounts along with dozens of Facebook Pages and Groups. While the efforts were seemingly run independently, and focused primarily outside of the US, each has ties to Russian intelligence -- and they collectively provide a sobering echo of the social media assault that roiled the 2016 election. The networks Facebook tackled dated back at least three years, but most had few followers at the time they were caught. They primarily promoted non-Facebook websites in an apparent effort to get around the platform's detection mechanisms, focusing on news and current events, particularly geopolitics. They targeted users in a number of countries, including Syria, Ukraine, Turkey, Japan, the UK, and Belarus, as well as the United States to a lesser extent.

Facebook attributed one of the disinformation distribution networks to "actors associated with election interference in the US in the past, including those involved in 'DC leaks' in 2016." In other words, the actors were likely tied to Fancy Bear, also known as APT 28, the group also responsible for hacks of the Democratic National Committee and Hillary Clinton's presidential campaign. Facebook attributes the second network to "individuals associated with past activity by the Russian Internet Research Agency," the so-called troll farm that wreaked havoc on Facebook in 2016. The company noted that it is unclear whether the IRA is still an active entity or what form it takes at this point. The third network had "links to individuals in Russia, including those associated with Russian intelligence services." None of the networks focused solely on the US. Instead, they engaged with a broad array of topics connected to Russian interests, including the war in Ukraine, the Syrian civil war, the election and protests in Belarus, Russia's relationship with NATO, and politics in Turkey.

A giant Gundam in Japan's Port of Yokohama is now able to "pick up its legs to walk, bend its knees, turn its head, and contort its fingers to mime hand signals," reports Popular Mechanics. The 60-foot robot is the largest in the world. From the report: Inspired by the fictional Japanese robot of the same name -- which has appeared in over 50 TV series and movies since 1979, as well as many manga comics and video games -- this Gundam features a staggering 24 degrees of freedom. People in Japan have caught and shared a few glimpses of the engineering marvel. Considering the Gundam weighs about 25 tons, it's pretty insane to watch it raise both arms in the air and pick itself back up after kneeling.

Those efficiencies are thanks to precise engineering and design work, as outlined in a series of YouTube videos from Gundam Factory Yokohama. In one installment, the engineers give a tour of where they designed, built, and assembled the Gundam. The videos are a great way to really contextualize the size of this monster; from the metal fingertip to where the wrist will connect, for example, the hand is about 6.5 feet wide.

Face Shields Ineffective at Trapping Aerosols, Says Japanese Supercomputer (theguardian.com) 112

Plastic face shields are almost totally ineffective at trapping respiratory aerosols, according to modelling in Japan, casting doubt on their effectiveness in preventing the spread of coronavirus. From a report: A simulation using Fugaku, the world's fastest supercomputer, found that almost 100% of airborne droplets of less than 5 micrometres in size escaped through plastic visors of the kind often used by people working in service industries. One micrometre is one millionth of a metre. In addition, about half of larger droplets measuring 50 micrometres found their way into the air, according to Riken, a government-backed research institute in the western city of Kobe.

This week, senior scientists in Britain criticised the government for stressing the importance of hand-washing while placing insufficient emphasis on aerosol transmission and ventilation, factors that Japanese authorities have outlined in public health advice throughout the pandemic. As some countries have attempted to open up their economies, face shields are becoming a common sight in sectors that emphasise contact with the public, such as shops and beauty salons. Makoto Tsubokura, team leader at Riken's centre for computational science, said the simulation combined air flow with the reproduction of tens of thousand of droplets of different sizes, from under 1 micrometre to several hundred micrometres.

There are, in fact, three different varieties, with very different kinds of performance... But, what most people want, what most people lust for is 1Gbps speeds with less than 10 milliseconds of latency... [T]o get that kind of speed you must have mmWave 5G — and it comes with a lot of caveats.

First, it has a range, at best, of 150 meters. If you're driving, that means, until 5G base stations are everywhere, you're going to be losing your high-speed signal a lot. Practically speaking, for the next few years, if you're on the move, you're not going to be seeing high-speed 5G. And, even if you are in range of a 5G base station, anything — and I mean anything — can block its high-frequency signal. Window glass, for instance, can stop it dead. So, you could have a 5G transceiver literally on your street corner and not be able to get a good signal. How bad is this? NTT DoCoMo, Japan's top mobile phone service provider, is working on a new kind of window glass, just so their mmWave 5G will work. I don't know about you, but I don't want to shell out a few grand to replace my windows just to get my phone to work.

Let's say, though, that you've got a 5G phone and you're sure you can get 5G service — what kind of performance can you really expect? According to Washington Post tech columnist Geoffrey A. Fowler, you can expect to see a "diddly squat" 5G performance... ["roughly the same as on 4G LTE," while some places "actually have been slower."] It wasn't just him, since he lives in that technology backwater known as the San Francisco bay area. He checked with several national firms tracking 5G performance. They found that all three major U.S. telecom networks' 5G isn't that much faster than 4G. Indeed, OpenSignal reports that U.S. 5G users saw an average speed of 33.4Mbps. Better than 4G, yes, but not "Wow! This is great!" speeds most people seem to be dreaming of. It's also, I might add, much worse than any other country using 5G, with the exception of the United Kingdom.

Daimler Shows Off Long-Range Hydrogen Semi, New Battery Truck (forbes.com) 75

Daimler, which has worked on hydrogen technology for decades, is developing a fuel-cell semi with range of up to 600 miles per fueling and next-generation battery trucks amid intensifying competition to curb diesel and carbon exhaust from heavy-duty vehicles. Forbes reports: The German auto giant's truck unit showed off the Mercedes-Benz GenH2, a concept truck designed for long haul runs that will be tested by customers in 2023, at an event in Berlin Tuesday outlining steps it's taking to meet the goals of the Paris Climate Agreement. Volume production of GenH2s starts in the second half of the 2020s. The company also debuted its Mercedes-Benz eActros LongHaul, a battery-powered truck for short- and medium-range routes goes about 300 miles (500 kilometers) between charges. eActros production starts in 2024.

Both trucks share Daimler's new ePowetrain modular platform to help hold costs down. They'll be available initially in Europe, though versions for North America and Japan will arrive around the same time, the company said. [...] A unique twist with Daimler's GenH2 truck is that the system relies on liquid hydrogen, rather than highly compressed hydrogen gas, the current standard. The benefit is that liquid hydrogen is more energy dense and uses tanks that are much lighter than those required for gaseous fuel, Daimler said. "This gives the trucks a larger cargo space and higher payload weight," while also improving range, it said.
The combination of hydrogen and battery vehicles "enables us to offer our customers the best vehicle options, depending on the application," Daimler Chairman Martin Daum said at the event. "Battery power will be rather used for lower cargo weights and for shorter distances. Fuel-cell power will tend to be the preferred option for heavier loads and longer distances."

Google is planning to launch its Pixel 5 smartphone, a new Chromecast, and a new smart speaker later this month. From a report: Google has started inviting members of the media to a special event on September 30th, promising new hardware. "We invite you to learn all about our new Chromecast, our latest smart speaker, and our new Pixel phones," reads the invite. Google already confirmed its plans to launch a Pixel 5 later this year, complete with 5G connectivity. The Pixel maker revealed its launch plans alongside the introduction of the Pixel 4A last month, promising 5G versions of the Pixel 5 and Pixel 4A in the US, Canada, the United Kingdom, Ireland, France, Germany, Japan, Taiwan, and Australia.

Japan's NTT Docomo Admits Thieves Breeched Its e-Money Service (japantimes.co.jp) 21

Long-time Slashdot reader PuceBaboon tipped us off to a story in Japan Times: About 18 million yen ($169,563) has been stolen from bank accounts linked to NTT Docomo Inc.'s e-money service, the company said Thursday, prompting police to begin an investigation into a suspected scam. As of Thursday, 66 cases of improper withdrawals from bank accounts linked to the mobile carrier's e-money service had been confirmed, NTT Docomo Vice President Seiji Maruyama told a news conference in Tokyo.

"We apologize to the victims" of the improper withdrawals, Maruyama said at the news conference, which was also attended by other company executives.

Maruyama acknowledged that checks on user identification had been "insufficient." NTT Docomo, which has stopped allowing customers to create new links between its e-money service and accounts at 35 partner banks, has said it will try to compensate victims for the full amounts stolen through negotiations with the banks.... In May last year, there were similar cases of improper withdrawals from Resona Bank accounts linked to NTT Docomo's e-money service. Docomo acknowledged it had failed to boost user identity checks to prevent a recurrence...

In the recent cases, third parties are believed to have obtained the victims' bank account numbers and passwords, and used them to register with the e-money service to transfer funds.
