NEC Unveils Facial Recognition System For 2020 Tokyo Olympics (theverge.com) 25

NEC, a Japanese IT and networking company, announced plans to provide a large-scale facial recognition system for the 2020 Summer Olympic and Paralympic Games in Tokyo. "The system will be used to identify over 300,000 people at the games, including athletes, volunteers, media, and other staff," reports The Verge. From the report: NEC's system is built around an AI engine called NeoFace, which is part of the company's overarching Bio-IDiom line of biometric authentication technology. The Tokyo 2020 implementation will involve linking photo data with an IC card to be carried by accredited people. NEC says that it has the world's leading face recognition tech based on benchmark tests from the US's National Institute of Standards and Technology. NEC demonstrated the technology in Tokyo today, showing how athletes and other staff wouldn't be able to enter venues if they were holding someone else's IC card. The company even brought out a six-foot-eight former Olympic volleyball player to demonstrate that the system would work with people of all heights, though he certainly had to stoop a bit. It worked smoothly with multiple people moving through it quickly; the screen displayed the IC card holder's photo almost immediately after.

"It's so hot, even parts of the Arctic are on fire," reports Vox, citing wildfires in Sweden, while Greece "has declared a state of emergency as raging forest fires have killed at least 81 people and injured more than 190."

But heat-related disasters are happening around the world. In Japan 86 people have been killed by heatstroke, while another 23,000 people have been hospitalized -- about half of them over the age of 65 -- in a heat wave forecast to continue for another two weeks. "Japan hit 106 degrees on Monday, its hottest temperature ever," reports the Associated Press, adding that "So far this month, at least 118 of these all-time heat records have been set or tied across the globe." An anonymous reader quotes their report. "We now have very strong evidence that global warming has already put a thumb on the scales, upping the odds of extremes like severe heat and heavy rainfall," Stanford University climate scientist Noah Diffenbaugh said. "We find that global warming has increased the odds of record-setting hot events over more than 80 percent of the planet, and has increased the odds of record-setting wet events at around half of the planet..."

"The world is becoming warmer and so heat waves like this are becoming more common," said Friederike Otto, deputy director of the Environmental Change Institute at the University of Oxford.

"Death Valley, California, has set three consecutive daily record-high temperatures of 127 degrees," reports the Washington Post, adding that "Sometimes, like right now in the Western U.S., it's too hot for airplanes to fly" because of heat-related changes in air density at high-altitude airports. In Europe, nuclear power plants in Finland, Sweden, and German were forced to cut electricity production because high temperatures heated the seawater needed to cool reactors.

In northern California 38,000 people fled their homes as an 80,900-acre wildfire spread through the Shasta-Trinity area. Reuters reports the wildfire was caused "by hot, dry weather and high winds" -- and that it's one of 89 large wildfires currently burning in 14 U.S. states.

Big Tech Warns of 'Japan's Millennium Bug' Ahead of Akihito's Abdication (theguardian.com) 211

The decision was announced in December 2017 so as to ensure an orderly transition to Akihito's son, Naruhito, but the coronation could cause concerns in an unlikely place: the technology sector. The Japanese calendar counts up from the coronation of a new emperor, using not the name of the emperor, but the name of the era they herald. Akihito's coronation in January 1989 marked the beginning of the Heisei era, and the end of the Shwa era that preceded him; and Naruhito's coronation will itself mark another new era. But that brings problems. For one, Akihito has been on the throne for almost the entirety of the information age, meaning that many systems have never had to deal with a switchover in era. For another, the official name of Naruhito's era has yet to be announced, causing concern for diary publishers, calendar printers and international standards bodies. It's why some are calling it "Japan's Y2K problem." "The magnitude of this event on computing systems using the Japanese Calendar may be similar to the Y2K event with the Gregorian Calendar," said Microsoft's Shawn Steele. "For the Y2K event, there was world-wide recognition of the upcoming change, resulting in governments and software vendors beginning to work on solutions for that problem several years before January 1, 2000. Even with that preparation many organizations encountered problems due to the millennial transition. Fortunately, this is a rare event, however it means that most software has not been tested to ensure that it will behave with an additional era."

Unicode's Ken Whistler wrote in a message earlier this month: "The [Unicode Technical Committee] cannot afford to make any mistakes here, nor can it just *guess* and release the code point early. All of this is pointing directly to the necessity of issuing a Unicode 12.1 release sharply on the heels of Unicode 12.0, incorporating the addition of the new Japanese era name character, which all vendors will be under great pressure to immediately support in 2019 software releases."

Fukushima's Nuclear Signature Found In California Wine (technologyreview.com) 140

An anonymous reader quotes a report from MIT Technology Review: Is it possible to see the effects of the Fukushima nuclear disaster in California wines produced at the time? Today we get an answer, thanks to a study carried out by french pharmacologist Philippe Hubert and a couple of colleagues. "In January 2017, we came across a series of Californian wines (Cabernet Sauvignon) from vintage 2009 to 2012," say Hubert and company. This set of wines provides the perfect test. The Fukushima disaster occurred on March 11, 2011. Any wine made before that date should be free of the effects, while any dating from afterward could show them. The team began their study with the conventional measurement of cesium-137 levels in the unopened bottles. That showed levels to be indistinguishable from background noise.

But the team was able to carry out more-sensitive tests by opening the wine and reducing it to ash by evaporation. This involves heating the wine to 100 degrees Celsius for one hour and then increasing the temperature to 500 degrees Celsius for eight hours. In this way, a standard 750-milliliter bottle of wine produces around four grams of ashes. The ashes were then placed in a gamma ray detector to look for signs of cesium-137. Using this method, Hubert and his colleagues found measurable amounts of cesium-137 above background levels in the wine produced after 2011. "It seems there is an increase in activity in 2011 by a factor of two," conclude the team.

Russian Shipwreck Allegedly Carrying $130 Billion In Gold Has Been Rediscovered (popularmechanics.com) 256

An anonymous reader quotes a report from Popular Mechanics: A salvage company has located the remains of a Russian warship lost during the the Russo-Japanese War. The battle-damaged cruiser Dmitrii Donskoi was scuttled off the coast of Korea in 1905, reportedly carrying a cargo of gold worth an estimated $130 billion in today's dollars. An international consortium of companies plans to salvage the gold.

According to the Telegraph, the Donskoi was found less than a mile off the coast of Ulleung island, at a depth of 1,423 feet in the Sea of Japan. A submersible descended to the wreck and captured an image of the ship's name on the stern in the Cyrillic alphabet. The South Korean Shinil Group, which discovered the wreck, plans to recover the gold sometime later this year with help from companies in China, Canada, and the U.K. At the time of her sinking Donskoi was reportedly carrying 5,500 boxes of gold bars and 200 tons of gold coins with a street value today of $130 billion. That's more than twice Russia's 2017 defense budget, which was $61 billion. If the treasure does materialize, the Russian government will receive half of the recovered amount.
The money that's not going to Russia will reportedly be invested in a railroad line linking North Korea, South Korea, and Russia. A small percentage (10%) will also be invested in tourism projects on Ulleungdo Island, including a museum dedicated to the vessel.

EFF To Japan: Reject Website Blocking (eff.org) 41

An anonymous reader quotes a report from the Electronic Frontier Foundation: The latest country to consider a website blocking proposal is Japan, and EFF has responded to the call for comment by sharing all the reasons that cutting off websites is a terrible solution for copyright violations. In response to infringement of copyrighted material, specifically citing a concern for manga, the government of Japan began work on a proposal that would make certain websites inaccessible in Japan. In response to Japan's proposal, EFF explained that website blocking is not effective at the stated goal of protecting artists and their work. First, it can be easily circumvented. Second, it ends up capturing a lot of lawful expression. Blocking an entire website does not distinguish between legal and illegal content, punishing both equally. According to numerous studies, the best answer to the problem of online infringement is providing easy, lawful alternatives. Doing this also has the benefit of not penalizing legitimate expression the way blocking does. According to The Japan Times, the "emergency measure" would "encourage [ISPs] to restrict access to such 'malicious' websites 'on a voluntary basis' in order to protect the nation's famed manga and anime industries from free-riders."

Scientists Discover the World's Oldest Colors (phys.org) 79

1.1 billion-year-old bright pink pigments extracted from rocks deep beneath the Sahara desert in Africa are the oldest colors on record. They were discovered by scientists from The Australian National University (ANU), with support from Geoscience Australia and researchers in the United States and Japan. Phys.Org reports: Dr. Nur Gueneli from ANU said the pigments taken from marine black shales of the Taoudeni Basin in Mauritania, West Africa, were more than half a billion years older than previous pigment discoveries. The fossils range from blood red to deep purple in their concentrated form, and bright pink when diluted. The researchers crushed the billion-year-old rocks to powder, before extracting and analyzing molecules of ancient organisms from them.

"The precise analysis of the ancient pigments confirmed that tiny cyanobacteria dominated the base of the food chain in the oceans a billion years ago, which helps to explain why animals did not exist at the time," Dr. Gueneli said. Senior lead researcher Associate Professor Jochen Brocks from ANU said that the emergence of large, active organisms was likely to have been restrained by a limited supply of larger food particles, such as algae. "Algae, although still microscopic, are a thousand times larger in volume than cyanobacteria, and are a much richer food source," said.
The study has been published in the journal PNAS.

Nissan Workers In Japan Falsified Emissions Tests, Review Says (nytimes.com) 88

An anonymous reader quotes a report from The New York Times: Nissan Motor has become the latest Japanese automaker to admit to falsifying product-quality data (Warning: source may be paywalled; alternative source), dealing a further blow to Japan Inc.'s reputation for dependable quality. An internal review of emissions and fuel economy tests at Nissan's production plants in Japan showed that company inspectors used "altered measurement values" on emissions inspection reports, the company said in a statement on Monday. The tests also "deviated from the prescribed testing environment," it said.

The review found that all models complied with Japanese safety and emissions standards, it said. The exception was the Nissan GT-R, a two-door sports car, which the company produces too few of to comprehensively review its record, said Nick Maxfield, a Nissan spokesman, in an email. The company said the falsification problems ultimately did not affect fuel-economy findings. Nissan said that it had already started investigating the falsifications and that it had retained a Japanese law firm, Nishimura & Asahi, to lead the effort. The investigation is likely to take one month, Mr. Maxfield said. "Nissan understands and regrets the concern and inconvenience caused to stakeholders," the company said in a statement.

Japan's Fujitsu and RIKEN Have Dropped the SPARC Processor in Favor of an ARM Design Chip Scaled Up For Supercomputer Performance (ieee.org) 40

Japan's computer giant Fujitsu and RIKEN, the country's largest research institute, have begun field-testing a prototype CPU for a next-generation supercomputer they believe will take the country back to the leading position in global rankings of supercomputer might. From a report: The next-generation machine, dubbed the Post-K supercomputer, follows the two collaborators' development of the 8 petaflops K supercomputer that commenced operations for RIKEN in 2012, and which has since been upgraded to 11 petaflops in application processing speed. Now the aim is to "create the world's highest performing supercomputer," with "up to one hundred times the application execution performance of the K computer," Fujitsu declared in a press release on 21 June. The plan is to install the souped-up machine at the government-affiliated RIKEN around 2021. If the partners achieve those execution speeds, that would place the Post-K machine in exascale territory (one exaflops being a billion billion floating point operations a second). To do this, they have replaced the SPARC64 VIIIfx CPU powering the K computer with the Arm8A-SVE (Scalable Vector Extension) 512-bit architecture that's been enhanced for supercomputer use, and which both Fujitsu and RIKEN had a hand in developing. The new design runs on CPUs with 48 cores plus 2 assistant cores for the computational nodes, and with 48 cores plus 4 assistant cores for the I/O and computational nodes. The system structure uses 1 CPU per node, and 384 nodes make up one rack.

Japan's Hayabusa 2 Spacecraft Reaches Cosmic 'Diamond' (bbc.com) 15

A Japanese spacecraft has arrived at its target - an asteroid shaped like a diamond or, according to some, a spinning top. From a report: Hayabusa 2 has been travelling toward the space rock Ryugu since launching from the Tanegashima spaceport in 2014. It is on a quest to study the object close-up and deliver rocks and soil from Ryugu to Earth. It will use explosives to propel a projectile into Ryugu, digging out a fresh sample from beneath the surface. Dr Makoto Yoshikawa, Hayabusa 2's mission manager, talked about the plan now that the spacecraft had arrived at its destination. "At first, we will study very carefully the surface features. Then we will select where to touch down. Touchdown means we get the surface material," he told me. A copper projectile, or "impactor" will separate from the spacecraft, floating down to the surface of the asteroid. Once Hayabusa 2 is safely out of the way, an explosive charge will detonate, driving the projectile into the surface.

Roland Kelts, writing for The Times Literary Supplement: At fifty-one, Hideo Furukawa is among the generation of Japanese writers I'll call "A. M.," for "After Murakami." Haruki Murakami is Japan's most internationally renowned living author. His work has been translated into over fifty languages, his books sell in the millions, and there is annual speculation about his winning the Nobel Prize. Over four decades, he has become one of the most famous living Japanese people on the planet. It's impossible to overestimate the depth of his influence on contemporary Japanese literature and culture, but it is possible to characterize it.

The American poet Louise Gluck once said that younger writers couldn't appreciate the shadow cast over her generation by T. S. Eliot. Murakami in Japan is something like that. Yet unlike Eliot in English-speaking nations, Murakami in Japan has been a liberator, casting rays of light instead of a pall, breathing gusts of fresh air into Japan's literary landscape. Now on the verge of seventy, he generates little of Harold Bloom's "anxiety of influence" among his younger peers. For them he has opened three key doors: to licentious play with the Japanese language; to the binary worlds of life in today's Japanese culture, a hybrid of East and West; and to a mode of personal behaviour -- cool, disciplined, solitary -- in stark contrast to the cliques and clubs of Japan's past literati.

Japan's current literary and cultural scene takes in "light novels," brisk narratives that lean heavily on sentimentality and romance and often feature visuals drawn from manga-style aesthetics, and dystopian post-apocalyptic stories of intimate violence, such as Natsuo Kirino's suspense thrillers, Out and Grotesque. Post-Fukushima narratives in film and fiction explore a Japan whose tightly managed surfaces disfigure the animal spirits of its citizens; and many of the strongest voices and characters in this recent trend have been female.

Spacecraft Hayabusa2 Returns Photos of Asteroid Prior To Contact (syfy.com) 52

New submitter FranklinWebber writes: Spacecraft Hayabusa2 is approaching its target, asteroid Ryugu, after a three-and-a-half year trip. The Japan Aerospace Exporation Agency (JAXA) has released photos of the asteroid taken from a distance of several hundred kilometers and showing a diamond-shaped object.

Like its predecessor spacecraft a decade ago, Hayabusa2 is designed to collect samples from an asteroid and return them to earth. JAXA explains: "A C-type asteroid, which is a target of Hayabusa2, is a more primordial body than Itokawa [the target of Hayabusa and an S-type], and is considered to contain more organic or hydrated minerals.... we expect to clarify the origin of life by analyzing [samples from Ryugu]."

The Bad Astronomy blog has more discussion of the mission: "The spacecraft will deploy an impactor that will slam a 2.5 kilo piece of copper into the surface at 2 km/sec. This will dig down into the asteroid, revealing material underneath, which can then be analyzed to understand Ryugu's interior."

An anonymous reader shares a report: Bouvet Island has little to offer. The most remote island in the world is fewer than 20 square miles in size, and it's almost entirely covered by a glacier. Long ago, it was an active volcano, but those fiery days have long since passed. Now, it's home to hundreds of thousands of seabirds, a Norwegian research station, and its own top-level internet domain.

Top-level domains serve as part of the Internet's architecture. Aside from generic domains like .com and .edu, every country has a specific two-letter domain assigned to it. The United Kingdom, for example, uses .uk; Japan uses .jp. The United States has .us, though it's not widely used. The original idea was that each country could manage the websites registered by individuals and organizations within its borders by issuing them websites that use their country-specific domain.

But here's the weird thing about Bouvet Island having its own top-level domain: It's uninhabited. It's always been uninhabited. Located in the southern Atlantic, the closest land to Bouvet Island is the coast of Antarctica, 1,100 miles to the south. The closest inhabited land is the island Tristan da Cunha, a British overseas territory located 1,400 miles to the north (Interestingly enough, Tristan da Cunha does not have its own top-level domain).

Pew Research: Sixty years after the founding of the National Aeronautics and Space Administration (NASA), most Americans believe the United States should be at the forefront of global leadership in space exploration. Majorities say the International Space Station has been a good investment for the country and that, on balance, NASA is still vital to the future of U.S. space exploration even as private space companies emerge as increasingly important players. Roughly seven-in-ten Americans (72%) say it is essential for the U.S. to continue to be a world leader in space exploration, and eight-in-ten (80%) say the space station has been a good investment for the country, according to a new Pew Research Center survey conducted March 27-April 9, 2018. These survey results come at a time when NASA finds itself in a much different world from the one that existed when the Apollo astronauts first set foot on the moon nearly half a century ago. The Cold War space race has receded into history, but other countries (including China, Japan and India) have emerged as significant international players in space exploration. Another finding in the report: Most Americans would like NASA to focus on Earth, instead of Mars.

70 Long-Lost Japanese Video Games Discovered In a 67GB Folder of ROMs On a Private Forum (vice.com) 158

An anonymous reader quotes a report from Motherboard: Until yesterday, rare Japanese PC game Labyrinthe, developed by Caravan Interactive, was long thought to be lost forever. That is until the almost mythical third game in the already obscure Horror Tour series was found on a 67GB folder of ROMs on a private forum. Other rare games from the folder are expected to become public soon. According to a YouTuber called Saint, who posted a video of him playing the game and a link to download it on Mega, Labyrinthe and as many as 70 other rare or never-before-released Japanese titles have been circulating in a file sharing directory on a private torrent site.

Labyrinthe, alongside other rare titles including Cookie's Bustle, Yellow Brick Road and Link Devicer 2074 were in a folder called "DO NOT UPLOAD." Members of the private forum hesitated to upload Labyrinthe in the fear that the private collector would take down the folder and leave the collection out of reach once again. This hesitation demonstrates the often tense relationship between game preservationists and private collectors. According to a screenshot uploaded by Saint, the private collector threatened to pull the entire folder of content from the directory and stop uploading games altogether if anyone leaked Labyrinthe. In uploading the game to Mega, it's possible the folder will be pulled from the internet. But in doing so, the person advanced the interests of game preservationists worldwide by leaking the this game and others.

Japan May Be First Country To Have Self-Driving Cars (theoutline.com) 71

Now, according to Reuters, Japan is promising a public system of self-driving cars in time for the for the 2020 Olympics, which it's hosting in Tokyo. Japan Prime Minister Shinzo Abe announced Monday that the investment company SoftBank Group is investing $2.25 billion in order to develop the Cruise, the self driving car acquired by General Motors back in 2016. The country's goal is to have a fully functioning self-driving car system in time for the 2020 Olympics, and a more developed, privatized commercial self-driving car system by 2022. The Cruise has been tested in the U.S. since 2017, but Abe said that it would also be tested on Japanese roads by the end of this fiscal year.

National Security Agency contractor Edward Snowden blew the lid off U.S. government surveillance methods five years ago, but intelligence chiefs complain that revelations from the trove of classified documents he disclosed are still trickling out. From a report: That includes recent reporting on a mass surveillance program run by close U.S. ally Japan and on how the NSA targeted bitcoin users to gather intelligence to combat narcotics and money laundering. The Intercept, an investigative publication with access to Snowden documents, published stories on both subjects. The top U.S. counterintelligence official said journalists have released only about 1 percent taken by the 34-year-old American, now living in exile in Russia, "so we don't see this issue ending anytime soon." "This past year, we had more international, Snowden-related documents and breaches than ever," Bill Evanina, who directs the National Counterintelligence and Security Center, said at a recent conference. "Since 2013, when Snowden left, there have been thousands of articles around the world with really sensitive stuff that's been leaked."

China Overtakes US For Healthy Lifespan, WHO Data Finds (reuters.com) 286

According to World Health Organization data, China has overtaken the United States in healthy life expectancy at birth for the first time. The data from 2016 finds Chinese newborns can look forward to 68.7 years of healthy life ahead of them, compared with 68.5 years for American babies. "American newborns can still expect to live longer overall -- 78.5 years compared to China's 76.4 -- but the last 10 years of American lives are not expected to be healthy," reports Reuters. From the report: The United States was one of only five countries, along with Somalia, Afghanistan, Georgia and Saint Vincent and the Grenadines, where healthy life expectancy at birth fell in 2016, according to a Reuters analysis of the WHO data, which was published without year-on-year comparisons in mid-May. The best outlook was for Singaporean babies, who can count on 76.2 years of health on average, followed by those in Japan, Spain and Switzerland. The United States came 40th in the global rankings, while China was 37th. In terms of overall life expectancy China is also catching up with the United States, which Reuters calculations suggest it is on course to overtake around 2027. Meanwhile U.S. life expectancy is falling, having peaked at 79 years in 2014, the first such reversal for many years.

Thailand is New Dumping Ground For World's High-Tech Trash, Police Say (trust.org) 60

Thailand is a new dumping ground for scrap electronics from around the world, say police and environmentalists, the latest country to feel the impact of China's crackdown on imports of high-tech trash. From a report: Police at Laem Chabang port, south of Bangkok, showed on Tuesday seven shipping containers each packed with about 22 tonnes of discarded electronics, including crushed game consoles, computer boards and bags of scrap materials. Electronic refuse, or e-waste, is turning up from Hong Kong, Singapore and Japan, police said, some of it imported by companies without the required permits. "This ... shows that electronic waste from every corner of the world is flowing into Thailand," Deputy Police Chief Wirachai Songmetta said as he showed the containers to the media. While "e-waste" -- defined as any device with an electric cord or battery -- can be "mined" for valuable metals such as gold, silver and copper, it can include hazardous material such as lead, mercury and cadmium. Police said they filed charges against three recycling and waste processing companies in Thailand. Anyone found guilty could be jailed for up to 10 years.

The cataclysm 66 million years ago not only wiped out Tyrannosaurus rex and ground-dwelling dinosaur species, but also flying birds, a detailed survey of the fossil record suggests. As forests burned around the world, the only birds to survive were flightless emu-like species that lived on the ground. The six to nine-mile-wide meteor struck the Earth off the coast of Mexico, releasing a million times more energy than the largest atomic bomb. Hot debris raining from the sky is thought to have triggered global wildfires immediately after the impact. It took hundreds or even thousands of years for the world's forests of palms and pines to recover. Fossil records from New Zealand, Japan, Europe and North America, all show evidence of mass deforestation. They also reveal that birds surviving the end of the Cretaceous period had long sturdy legs made for living on the ground. They resembled emus and kiwis, said the researchers whose findings are reported in the journal Current Biology.
